LTStraipsnyje nagrinėjama, kaip kito valstybės tarnautojų darbo užmokesčio samprata Lietuvoje po Nepriklausomybės atkūrimo ir keitėsi šios srities teisinis reglamentavimas, kokia darbo užmokesčio struktūra galioja dabar, apžvelgiamos valstybės tarnautojų darbo užmokesčio struktūros elementų ypatybės, kokie ir kuo pagrįsti paskutiniai valstybės tarnautojų darbo užmokesčio pakeitimai, kaip šią sritį lemia Konstitucinio Teismo nutarimai. Be to, straipsnyje pateikiami nagrinėjamai sričiai reikšmingi tarnybiniai ginčai, spręsti Lietuvos vyriausiajame administraciniame teisme. ENSpecific of civil service determine the requirements for the entering, as well as the extent of the social guarantees for the civil servant. After the restoration of independence the basic principles of the civil service were enshrined in the Constitution of the Republic of Lithuania, legal regulation was determined by secondary act. This situation could be justified by the lack oft the state experience. Officers Law in 1995 was first endeavor to regulate Lithuanian civil service, describe social guarantees of the civil servants. Legal norms for settling remuneration were complicated, it was responssible to determine the content of the remuneration, elements, moreover the system of bonuses and surcharges was not logically grounded - granting a bonus or surcharge was depending on the direct decision of the institution's head. More precise regulation of the remuneration was established by the Law of the Civil Service, in 1999. The notion of remuneration, and its elements, the calculation of salary, surcharges and extra pay were determined by this law. By the adoption of the second edition of the Civil Service Law in 2002 the improvements of the remuneration, the limits of the surcharges and extra pay, extension of the grounds for the surcharges were developed. It is important to notice the minimum salary in public sector started to raise on by 2007, thus, larger remuneration or, to be more precisely, salary for the civil servants is payable since 2007. The civil servant not always received all the belonged remuneration. The number of the administrative cases on the civil service issues was raised during 2002-2005, because of the applicable coefficient, the requests for the compensation. The Constitutional Court of the Republic of Lithuania has been approved several decision on the civil service, according to these decision the amendments for the laws on civil service were made.Not all amendments adopted by the of 2008 were positively evaluated by the civil servants. Lowered basic amount of the salary on motives of the harsh economic situation was settled in the laws. This settlement, its legal and logical grounding should be evaluated in the essence of the Constitution of the Republic of Lithuania and the decisions of the Constitutional Court.
