ENAfter the suppression of the January uprising in the so-called Northwest lands a policy of repressive prevention was carried out against the forced to be silent inhabitants. It was introduced in the short period of rule of Mikhail Muravyov (1863-1865), seeking to block the path of anti-Russian outbursts in the future. Muravyov while being the governor of the Mogilev Guberniya in the 1830 s prepared the main points of the program for the fight against Cat holicism and Polish identity, and after becoming the General go vernor of Vilnius could freely realize them. However, the general governors, even those as enterprising as Muravyov, were neither the only nor even the most important source of plans, subsequent ly becoming decrees, circulars, and directives. Historiography has works devoted to the analysis of the repressive decrees of secular states, but little is known about the persons preparing them. An important role here was left to the lowest ranks of officials, among them especially appointed officials, who would inspire the edicts of their superiors. In 1863-1865 5,617 officials of non-Polish origin and not belonging to the Catholic faith arrived in the Northwest lands of whom 211 were employed in the institutions of the Vilnius General Guberniya. The main goal of their arrival was in essence one - Russification because Muravyov was convinced that it was essential to return this country to its "real" Russian face. The ar ticle restricts itself to only several officials (Storozhenko, Danilov, Govorski, Kozlovskį), reviews their activities fragmentally, and dis cusses their political views and beliefs because they influenced the content of the reports they presented to the general governors. Hie dominating themes are the limitations on the role of the Catholic clergy, raising the prestige of the Orthodox Church and strengthe ning Russian elements in these lands. [From the publication]
