Lietuvos vadovaujama provincijos atkūrimo grupė Afganistane - pasiekimai ir iššūkiai

LTStraipsnyje pateikiama informacija apie Provincijos atkūrimo grupės (PAG) uždavinį, organizaciją, užduotis ir būdus joms įgyvendinti. Pripažįstama, kad iškeltas uždavinys reikalauja pastangų stabilizavimo ir rekonstrukcijos srityse. Įvardijant pagrindinius iššūkius - mažas karių skaičius, neadekvati kova su narkotikais, praraja tarp stabilumo ir rekonstrukcijos, žemas Afganistano vyriausybės pajėgumas - teigiama, kad PAG pasiekė reikšmingų rezultatų užtikrinant stabilumą, kai pasiekimai rekonstrukcijos srityje nėra įtikinami. Siekdama būti sėkminga, PAG turėtų daugiausia skirti dėmesio užduotims, užtikrinančioms stabilumą, įtraukiant vietinę valdžią ir kitus partnerius bei ieškant didesnių tarptautinių donorų, kurie vykdytų rekonstrukciją.

ENThe article provides information on the goals, organization and tasks of the Provincial Reconstruction Team (hereinafter referred to as the PRT) and the ways for implementing the tasks. It is recognized that the raised tasks require attempts in the areas of stabilization and reconstruction. When stating the main challenges, i. e. the small number of soldiers, the inadequate fighting against narcotics, the gap between the stability and reconstruction, the low capacities of the Government of Afghanistan, it is noted that the PRT reached significant results for the purpose of ensuring stability, while the achievements in the area of reconstruction are not compelling. In order to be successful, the PRT should dedicate most attention to the tasks, ensuring stability, involving the local authorities and other partners and searching for larger international donors, who would perform the reconstruction.
