Žvalgybos tarnybų ir politikos formuotojų santykiai: iššūkių ir jų priežasčių analizė
LTStraipsnyje nagrinėjami demokratinių šalių žvalgybos tarnybų ir politikos institucijų santykiai bei apžvelgiamos tarp šių dviejų subjektų dažniausiai kylančios įtampos bei iššūkių priežastys. Šios publikacijos tikslas yra išnagrinėti šiuolaikinės demokratinės valstybės žvalgybos tarnybos santykius su šalies politinėmis institucijomis, nustatyti pagrindinius iššūkius ir nesutarimus tarp šių institucijų bei jų priežastis, pateikti pasiūlymus, kaip galima būtų išvengti ar bent sumažinti šiuos iššūkius ir jų poveikį žvalgybos veiklai. Pagrindinė šių santykių dilema yra nepakankamai gerai suprantamas žvalgybos vaidmuo, galimybės ir apribojimai. Todėl pirmiausia yra nagrinėjami žvalgybos uždaviniai ir pateikiamas žvalgybos apibrėžimas. Straipsnyje analizuojamos pagrindinės santykių tarp žvalgybos tarnybos ir politinių institucijų problemos: prioritetų ir poreikių žvalgybos tarnybai nesuformulavimas ir grįžtamojo ryšio nebuvimas, per daug glaudūs ryšiai arba atvirkščiai - sąveikos nebuvimas ir žvalgybos proceso politizavimas. Pripažįstant neišvengiamą iššūkį - politikų bandymus paveikti žvalgybos procesą, siekiant išvengti žvalgybos politizavimo poveikio, straipsnyje siūlomas sprendimas sukurti sisteminius ryšius, kurie grįsti pasitikėjimu bei profesiniu supratimu apie skirtingą vienas kito atsakomybę, galimybes ir apribojimus. Akcentuojama takoskyra tarp abiejų - politikos ir žvalgybos - sričių.
ENThe article examines the relations between the intelligence services and political institutions of democratic states and provides an overview of the reasons for the tension and challenges, emerging between the said two subjects. The aim of the publication is to examine the relations between the intelligence service of a modern democratic state with the country’s political institutions, identify the main challenges and disagreements between the said institutions and the reasons for such challenges and disagreements and provide suggestions regarding the ways to avoid or mitigate them and their influence on the intelligence’s activities. The main dilemma of the relations is the insufficiently well comprehended role of the intelligence, its possibilities and limitations. Therefore first of all the tasks of intelligence are examined and the definition of intelligence is provided. The article analyzes the main problems of the relations between the intelligence service and political institutions, i. e. the failure to formulate the priorities and needs for the intelligence services and the absence of feedback, the too close connections or, on the contrary, the absence of the interaction and politicization of the intelligence process. By recognizing the inevitable challenges, i. e. the politicians’ attempts to influence the intelligence process, for the purpose of avoiding the impact of politicization of intelligence, the article suggests to develop the systematic relations, based by confidence and professional understanding of different responsibilities, possibilities and limitations. The divide between the both areas, i. e. politics and intelligence, is emphasized.
