LTLietuvoje keičiantis politinei konjunktūrai vis labiau išryškėja žmogaus situacija valstybėje. Homo economicus, praradęs dvasingumo, žmogiškosios esmės ugdymo poreikį, tapo svarbiausias. Siekis gauti, bet ne kurti - valstybėje vis labiau įsigalinti tendencija. Vartotojas turi gauti viską gatavą - jis nieko nesiekia keisti. Tai agresyvus žmogus, nes pasirengęs imti tai, kas yra, imti iš visų, net atimti. Išryškinama gerovės kūrimo pozicija Europos Sąjungos dokumentuose ir reali tikrovė Lietuvoje. Valstybės piliečio gerovė prasideda nuo galimybės gyventi laisvėje. Ši sąlyga mums atveria erdvę, kurioje reikia mokėti formuluoti tolesnius gerovės sandus. Straipsnyje plačiau aptariami piliečio gyvenimui didžiausią įtaką turintys gerovės sandai: galimybė gyventi, reikšti pilietines teises laisvėje ir taikos sąlygomis, plačiai suvokiamas saugumas, sveikata, socialinių paslaugų sritis, šeimos politika ir vaiko gerovė, darbo politika, švietimo prieinamumas ir sociokultūros politika, doroviniais imperatyvais ir tolerancija grįsta visuotinė komunikacija, valstybinių institucijų požiūris į visuomenės emocinio intelekto, sociokultūros sferos puoselėjimą. ENThe political conjuncture is changing in Lithuania and the situation of a man in the state is showing up. We will not be able to evaluate the meaning of man's life if we do not perceive his aspirations. The analysis of Lithuanian social and socio-cultural development allows stating that self-actualization in the society, even the need to be healthy and live without problems only gaining but not creating is prospectless tendency of Lithuanian society. Nowadays it is important to give prominence to the strategy of creation and capability. Creation, first of all, is not the way of expression of a collective but of an individual. The man is called to create. In Lithuania there is not a real strategy of state activity, a vision of a welfare state where all spheres of social life would be balanced. The man in the society is an open system. All relations in the society may both humble it and enrich. We realise that welfare starts from the possibility to live in the freedom marked by spiritual balance. This condition opens the space where we must be able to formulate further welfare components. Education is especially important since in the learning society the social differences decrease, acquired higher culture influences spiritual aura of the society, self-creation processes make positive influence on the establishment of workplaces, increase competitive ability, positively influence innovative policy and progress in all spheres of social life. The following welfare components are highlighted: Possibility to live, to express civil rights under the conditions of freedom and peace.Widely perceived security; Health care; Sphere of social services; Family policy and child welfare; Labour policy; . Education accessibility and socio-cultural policy - a key for everybody to the opening world; . Global communication grounded on moral imperatives and tolerance; In welfare state it is impossible to make a reach neither individually nor in one particular sphere because a man is integrated in the area of different social relations. Investment into human capital has two directions of costs: to acquire capital and maintain it. If the state does not manage to create conditions for maintenance, it may be stated that the money for studies is spent unprofitably. The obligation of the state is to change and to improve the environment, social economic living conditions of people, to make medical institutions closer to people improving the laws protecting people. A man is not only homo economicus but also a personality striving to be free, safe, healthy, and capable to create and satisfy the needs of spiritual life. Accordingly, the main strategic task of the Government should be the investment into welfare creating spheres which not only allow the citizen to exist but also establish conditions to create him as the most significant potential of state future and human capital.
