Privatization and democratization in Lithuania : a case study of who benefits in Siauliai
LTStraipsnio objektas - globalios rinkos poveikis demokratijai, privatizavimo pasekmės ekonomikoje ir politikoje, analizuojant padėtį 4-ame pagal dydį Lietuvos mieste - Šiauliuose. Į miestą atėjo nemaža užsienio investicijų, jame įsteigta pirmoji šalyje laisvoji ekonominė zona (LEZ). Kaip ir kituose Lietuvos miestuose, privatizavimo metu Šiauliuose labiausiai praturtėjo maža privilegijuota grupė, kurios atstovų dauguma sovietmečiu užėmė įmonių vadovų postus. Nesugebėjimo prisitaikyti prie naujų rinkos sąlygų rezultatas buvo masinis nedarbas mieste (iš 22 tūkst. pramonės darbininkų be darbo liko 10 tūkst.). Gyventojų nusivylimas ekonomine padėtimi tiesiogiai asocijuojasi su posovietinėmis reformomis ir kelia politinę apatiją. Analizuojami 1997 m. savivaldybių rinkimų rezultatai, kurių metu nei viena partija Šiauliuose nesurinko balsų daugumos. Tačiau renkant miesto merą aiškią daugumą gavo dešiniųjų partijų atstovas, kurį rėmė verslininkai, suinteresuoti LEZ sėkme. Ekonominiai interesai suvienijo politinį bei verslo elitą, net ignoruojant miesto gyventojų nepasitenkinimą. Tačiau demokratiniai rinkimai sudaro sąlygas, kad Šiaulių gyventojai konsoliduotųsi ir solidariai apgintų savo interesus.
ENThe subject of the article is global market’s impact on democracy, the outcome of privatization on the economy and policy, analyzing the situation in the 4th largest city of Lithuania Šiauliai. The city attracted a lot of foreign investments; it established the first in the country free economic zone (FEZ). Seemingly to other towns of Lithuania, Šiauliai privatization mostly enriched a small privileged group, whose representatives filled top management positions of various companies in Soviet times. Failure to adapt to new market conditions has resulted in massive unemployment (from 22 thousand of industrial workers 10 thousand became unemployed). People’s frustration with the economic situation directly associates with the post-Soviet reforms and raises political apathy. The author of the article analyses the results of local election of Šiauliai 1997 where neither party collected the majority of votes. However, on the election of the city mayor, the representative of the right-wing received clear majority of votes since he as supported by businessmen interested in the success of the FEZ. The economic interests united political and business elite, even ignoring the frustration of urban citizens. However, democratic election creates conditions for the consolidation and solidarity of Šiauliai citizens in order to protect their interest.
