LTPublikacijoje autorius bando atskleisti vietos savivaldos esmę, jos paskirtį visuomenėje. Straipsnyje analizuojamas termino savivalda reikšmė — šis terminas vartojamas įvairiuose moksluose (pavyzdžiui, kibernetikoje, sociologijoje, valdyme, teisėje ir kt.). Taip pat atskleidžiama termino vietos savivalda prigimtis bei pateikiami pirminiai jo apibūdinimai, apibrėžimai. Straipsnyje analizuojami savivaldos ir valdymo santykiai. Pateikiami valdymo apibūdinimai plačiąja ir siaurąja prasme, įvardijami sąvokas savivalda ir valdymas skiriantys ir vienijantys bruožai. Didelis dėmesys skinamas vietos savivaldos ir valstybės Institutų tarpusavio santykiui, gilinamasi j šių Institutų tarpusavio priešiškumo priežastis, kurios nagrinėjamos vietos savivaldos teorijose (laisvos bendruomenės, visuomeninės vietos savivaldos, valstybinės savivaldos, dualizmo teorijose). Straipsnyje patelkiami teritorinės savivaldos valdžios ir valstybinės valdžios tarpusavio skirtumai, įvardijami keli teritorinės savivaldos valdžios ir valstybinės valdžios skirtumai. Be to, straipsnyje nemažai dėmesio skiriama demokratijos Idėjoms, kurias autorius tiesiogiai sieja su pažangios vietos savivaldos formos išsivystymu. ENIn this publication, the author attempts to discuss the essence of local self-government and its purpose in the society. The article analyses the meaning of the term self-government, since this term is used in various areas of science (for example, in cybernetics, sociology, management, law, etc.). It also discusses the origin of the term local self-government and presents its original descriptions and definitions. The article analyses the relations between self-government and government. It provides government descriptions in the broad and in the narrow sense and identifies the distinctive and the common features of the concepts of self-government and government. A particular focus is given to the mutual relation between the self-government and the state and analyses the reasons for the opposition of these institutes which are examined in theories of local self-government (the theories of free community, social local self-government, national self-government, dualism). The article presents the differences between the territorial self-government and the national government. Moreover, the article provides a discussion of the ideas of democracy which, in the author’s opinion, are directly related to the development of an advanced form of local self-government.
