Regioninės politikos įtakos regiono socialinei ir ekonominei raidai įvertinimas

LTDisertacijoje, apibendrinus ir susisteminus mokslinę literatūrą, suformuluoti regiono ir regioninės politikos apibrėžimai, rekomenduojami vartoti regioninių skirtumų raidos vertinimo kontekstu. Be to, atliktas regionų plėtros teorijų palyginimas ir susisteminimas pagal grindžiamą regioninių skirtumų kitimo poziciją bei galimas valstybės regioninės politikos realizavimo kryptis. Darbe atlikta koncentruota esamų regioninės politikos poveikio vertinimo modelių analizė ir palyginimas bei pateikta sukurta regioninės politikos įtakos regionų socialinei ir ekonominei raidai vertinimo metodika, kuri apima ekspertinio vertinimo rezultatais sudarytą regionų socialinės ir ekonominės plėtros rodiklių rinkinį bei pagrįstą integruoto indekso skaičiavimo sistemą, kuri suminio indikatoriaus pagrindu charakterizuoja regionų išsivystymo lygį bei normalizuoja duomenis, o taip pat nurodo statistinių duomenų analizės metodų pritaikymo galimybes įrodyti arba paneigti bei suskaičiuoti regioninės politikos įtaką regiono socialinei ir ekonominei raidai. Parengta metodika pritaikyta praktikoje, atliekant ES regioninė politikos įtakos įvertinimą Lietuvos socialinei ir ekonominei raidai bei parengtas Lietuvos išsivystymo trūkumų ES kontekstu raidos ir ES regioninės politikos priemonių sinerginio poveikio modelis, išskiriantis prioritetinės regioninės politikos vystymo kryptis, siekiant spartinti išsivystymo trūkumų raidą.

ENThe thesis , upon summarizing and systematizing the scientific literature, formulates the definitions of a region and regional politics, recommended to be used in the context of evaluation of development of regional differences. In addition, the thesis compares and systematizes the regional development theories according to the substantiated regional differences development position and the possible directions of implementation of regional policies of the state. The study provides a concentrated analysis and comparison of the existing models of evaluation of the influence of regional politics and develops the methodology for evaluation of the influence of the regional policies on the social and economic development of regions, which covers the set of social and economic development indicators of the regions, developed referring to the results of the expertise and the substantiated index calculation system, which, on the basis of the total indicator, characterizes the level of development of regions and normalizes the data, as well as identifies the possibilities of application of statistical data analysis methods to evidence or deny and calculate the influence of the regional politics to the social and economic development of the region. The prepared methodology is applied in practice by performing the evaluation of the influence of the EU regional policies on the social and economic development of Lithuania and by preparing the model of the synergetic influence of the deficiencies of Lithuania’s development in the EU context of development and the EU regional politics measures, distinguishing the priority directions for development of regional politics for the purpose of accelerating the improvement of the development deficiencies.
