Teaching political economy in the education of democratic citizens in Lithuania

LTStraipsnyje aptariama politinės ekonomijos dalyko mokymo svarba, ugdant demokratinės visuomenės piliečius. Politinė ekonomija - tai socialinių mokslų šaka, tirianti politinių ir ekonominių institutų bei procesų tarpusavio ryšius. Ji analizuoja ir aiškina būdus, kuriais vyriausybės įtakoja ribotų išteklių paskirstymą visuomenėje per politiką ir įstatymus, o taip pat tai, kaip ekonominės sistemos pobūdis ir žmonių, ginančių savo ekonominius interesus, elgesys veikia valdymo formas, priimamus įstatymus bei sprendimus. Teigdamas ekonominių žinių naudą pilietinės demokratijos raidai, autorius pabrėžia politinės ekonomijos kaip dėstomo dalyko skirtumą nuo tradiciškai labiau paplitusios "vartojimo" ar "laisvosios rinkos" ekonomikos studijų. Pateikiamos bei paaiškinamos pagrindinės sąvokos, sudarančios politinės ekonomijos dalyko turinį. Politinės ekonomijos žinios turėtų paskatinti studentus geriau suprasti politinėse diskusijose atstovaujamas pozicijas, suvokti, kokios gali būti nenumatytos vienų ar kitų vyriausybės veiksmų pasekmės, sušvelninti žmonėms būdingą polinkį sudėtingas politines - ekonomines problemas redukuoti į supaprastintus, bet nepakankamai pagrįstus sprendimus. Šios žinios galėtų būti naudingos ugdant ne vien vartotojus bei gamintojus, bet ir išmintingus piliečius bei politinius lyderius. Lietuvos mokslininkai kviečiami sukurti Lietuvos pilietinės visuomenės narių ugdymui pritaikytą politinės ekonomijos mokymo sistemą.

ENPolitical Economy is a branch of the social sciences that takes as its principal subject of study the interrelationships between political and economic institutions and processes. That is, political economists are interested in analyzing and explaining the ways in which various sorts of government affect the allocation of scarce resources in society through their laws and policies as well as the ways in which the nature of the economic system and the behaviour of people acting on their economic interests affects the form of government and the kinds of laws and policies that get made.The article discusses the importance of teaching of the subject of political economy when nurturing citizens of a democratic society. Political economy is a branch of social sciences, studying the interrelations between political and economic institutes and processes. The discipline analyzes and interprets the ways, employed by governments in order to influence the distribution of limited resources within the society through politics and laws and the ways the character of the economic system and the behaviour of the people, defending their economic interests, influences the forms of rule, the adopted laws and decisions. By stating the benefit of the economic knowledge to the development of civil democracy the author emphasizes the difference of the political economy as a taught discipline from the traditionally more widely spread studies of the “consumption” or “free market” economy. The main concepts, forming the content of the subject of political economy are presented and explained. Knowledge of political economy should encourage the students to get a better understanding of the positions, represented in political discussions, to comprehend the unforeseen consequences of certain acts of the government and to mitigate the inclinations to reduce complicated political – economic problems into simplified and insufficiently substantiated solutions, which can be quite frequently observed. The knowledge could be of use when nurturing not only manufacturers and consumers, but also wise citizens and political leaders. Lithuanian scientists are encouraged to develop a political economy teaching system, adapted for development of the members of the civil society of Lithuania.
