Summary / Abstract:

LTStraipsnyje nagrinėjama keletas statutinių tarnybų vidaus administravimo problemų, iškylančių taikant socialines garantijas pareigūnams. Analizuojama pareigūnų socialinio statuso ypatumai, išsamiau atskleidžiama specialiųjų terminų, pavyzdžiui, socialinės garantijos, specialieji įgaliojimai, tarnybos ypatumų kompensavimas ir kt., samprata. Remiantis autoriaus atlikta pareigūnų apklausa ir kitais socialiniais tyrimais, analizuojami pareigūnų subjektinių teisių ir žmogaus bei piliečio teisių suderinamumo klausimai šių tarnybų praktinėje veikloje. Daroma prielaida, kad neatidėliotinai būtina reformuoti statutinių tarnybų vidaus administravimą tobulinant žmogaus ir piliečio teisių apsaugos procedūras, nes pareigūnas negali. ginti kitų asmenų teisių, jeigu pats jaučiasi esąs beteisis. ENThe article presents some of the problems in the internal administration of budgetary services related to the application of social guarantees to officials. The peculiarities of the social status of the officials are analyzed, an explanation of concepts such as social guarantees, special authorizations, the peculiarities of compensation for service is provided. Based on a survey of officials conducted by the author and other social investigations, the subjective rights of the officials and the compatibility of human and civil rights in the practical work of these officials are analyzed. Based on the results of this study the assumption is made that the internal administration of the budgetary services should be reformed without delay by improving the procedures for the protection of human and civil rights because an official is not able to protect the rights of others if he himself feels that he has no rights or citing the declaration of the Universal Rights of Man every person, wherever he may be, has the right to be recognized as a subject of legal relations.
