Bendrosios ES saugumo ir gynybos politikos plėtros scenarijų tyrimas

LTDisertacijoje, siekiant įvardinti labiausiai tikėtiną ESGP plėtros vidutiniu laikotarpiu alternatyvą, nagrinėjami skirtingus ESGP plėtros scenarijus lemiantys veiksniai. Didžiąją darbo dalį užima trijų ESGP scenarijų konstravimas, detali svarbiausių ESGP elementų analizė, bei varomųjų jėgų ir esminių kintamųjų poveikio kiekvienam nagrinėjamam ESGP plėtros scenarijui nustatymas. Analizės modelis konstruojamas papildant tradicinius socialinių mokslų tyrimo metodus ir prielaidas scenarijų konstravimo metodo principais. ESGP scenarijai, varomosios jėgos bei esminiai kintamieji tiriami analizuojant atvirus su ESGP plėtra bei ESGP plėtrai potencialiai svarbių reiškinių tendencijomis susijusius šaltinius. Atrenkant svarbiausias ESGP scenarijus lemiančias varomąsias jėgas ir jas lemiančius esminius kintamuosius, remiamasi pripažintų ekspertų nuomone. Daroma išvada, jog ESGP plėtros pagal „dalies valstybių“ projektą scenarijui realizuotis iš esmės nereikia jokių pokyčių nei vidinėje, nei išorinėje ES aplinkoje. Scenarijaus pasireiškimui teigiamos įtakos turi daugiausia esminių kintamųjų. Dėl to ši ESGP plėtros alternatyva įvardinama kaip labiausiai tikėtina.

ENIn order to name the most probable alternative of the development of the European Security and Defence Policy (ESDP) in a middle term, the thesis analyses factors determining various ESDP development scenarios. The major part of the paper involves three ESDP scenarios, detailed analysis of the most important ESDP elements, and the identification of the effect of driving forces and essential variables in each ESDP development scenario analyzed. The model of the analysis is constructed by supplementing traditional social research methods and assumptions with scenario construction principles. ESDP scenarios, driving forces, and essential variables are researched analyzing the open sources related to the development of ESDP and tendencies characteristic to potentially important phenomena. Selecting the most important driving forces, affecting ESDP development scenarios and their essential variables, the author leans on the opinion of recognised experts. The conclusion is that the implementation of ESDP development scenario according to the project of the “part of states” does not require either internal or external changes in the environment of the EU. The majority of the essential variables positively influence the manifestation of this scenario. For this reason, this ESDP development alternative is named as the most probable one.
