Summary / Abstract:

LTStraipsnio tikslas - veiksnių kombinacijų, lemiančių nevienodą vyriausybių stabilumo lygį Vidurio ir Rytų Europos (VRE) šalyse nustatymas siekiant paaiškinti, kodėl vienose šalyse vyriausybės yra stabilesnės nei kitose. [...]

ENThe subject of the article is identification of the combination of factors, determining the uneven level of stability of governments in the Eastern and Central European countries in order to be able to explain why in some countries governments are more stable than in others. [...] The article examines the level of stability of the post-Communist democratic states, which chose the political course of integration into the Euro-Atlantic structures after the end of the transitional period and the final entrenchment of democracy. The object for the study is ten post-Communist states, the subject is the level of stability of their governments and the factors, determining the said level during the time period of consolidation of democracy (1994-2002). When selecting the states, in which the level of stability of governments will be examined, the following essential criteria were referred to: existence of a democratic political system and an Euro-Atlantic integration policy and the absence of armed domestic conflicts during the period under study. During the study 25 variables, able to influence the level of stability of the government were identified and, by employing the method of the bi-variation analysis, the factors, most correlating with the government stability level, were distinguished among the said variables. The results of the study presuppose the conclusion that the essential factors, determining the government stability level in the Eastern and Central European countries, are stability of coalitions and the status of the leader of the country.
