Referendumai dėl narystės Europos Sąjungoje: patirtis, problemos ir pamokos Lietuvai

LTStraipsnyje remiantis Europos šalių tiesioginės demokratijos ir referendumų dėl Europos integracijos reikalų patirtimi ieškoma atsakymo į klausimą, ar Lietuva būtinai turi rengti referendumą dėl narystės ES. Kai kurie Lietuvos politikai, mosikuodami tiesmukai suprastos demokratijos vėliava, linkę į nieką neatsižvelgdami tokį referendumą būtinai rengti. O diskusiją dėl jo reikalingumo, stokodami argumentų, jie labai norėtų užgniaužti ir patį tokio klausimo kėlimą laikyti baisiausia nuodėme. Atlikta analizė leidžia daryti išvadą, kad Europos Sąjungos valstybių bei šalių kandidačių referendumų rengimo ir tiesioginės demokratijos patirtis yra pernelyg įvairiapusė ir skirtinga. Todėl nėra jokio pagrindo tvirtinti, kad Lietuva, nesurengusi referendumo dėl narystės ES, "išsiskirtų" iš kitų valstybių ir pažeistų nusistovėjusią europietiška tradiciją. Netgi priešingai, šiandien stebint visoje Europoje stiprėjantį euroskepticizmą ir referendumų dėl Europos integracijos reikalų nesėkmes Airijoje ir Danijoje galima tvirtinti, kad Lietuvos politikai pasielgtų racionaliai, jeigu tokios bereikalingos užmačios atsisakytų.

ENThe article, referring to the experience of direct democracy in the European Union Member States and the referendums on the European integration, strives for providing the answers to the question whether Lithuania must arrange a referendum regarding its membership in the EU. Some Lithuanian politicians, waving the flag of the bluntly comprehended democracy, are inclined to arrange the referendum at any cost and, while lacking arguments, wish to suppress the discussion regarding the need for the said referendum and consider the raising of the question itself a deadly sin. The performed analysis gives reasons to believe that the experience of arrangement of referendums in the European Union Member States and candidate member states and the direct democracy is too versatile and diverse therefore there are no grounds to state that Lithuania, in case it does not arrange a referendum regarding the membership in the EU, would “distinguish” among other states and infringe the entrenched European tradition. On the contrary, when observing the Euro-skepticism, which is getting stronger throughout Europe and the failures of referendums regarding the European integration in Ireland and Denmark, one can state that Lithuanian politicians would make a rational step in case they refused such a game.
