ENIn the modern world the term “strategy” becomes more and more popular – politicians and state institutions create a lot of strategic documents however more frequently only the objectives, which should be strived for are specified, without any attempts to relate the said objectives with the available resources. The article presents the origins of the concept of strategy, its evolution and the present use and states that on the highest, i. e. the state level strategy covers the art of management of all the resources of the state. The strategy does not set the objectives of the state however it defines the practical ways for implementation of policies. The development of conflicts is constantly changing in the modern world therefore the theory of strategies must reflect the new reality. The role of information increases significantly and new strategies for dealing with conflicts come into existence.
