Komendantūros ir jų veikla. 1991-1993 m. vasaris

LT1990 m. balandžio 25 d. įkurtam Krašto apsaugos departamentui pavestoms užduotims vykdyti vien tik Vilniuje esančių darbuotojų neužteko, todėl apskričių centruose buvo įkurti Krašto apsaugos departamento skyriai, vėliau tapę apskričių komendantūromis. Be to, buvo įkurtos ir rajonų komendantūros, o po 1991 m. rugpjūčio pučo Maskvoje kiekvienoje komendantūroje suformuoti komendantiniai būriai, kurių užduotis buvo padėti komendantams vykdyti iškeltus uždavinius. Komendantūros, apskričių ir rajonų komendantai per dvejus ypač sunkius Lietuvai ir atkuriamai jos kariuomenei metus, vykdydami karinės administracijos funkcijas, bendraudami su civiline administracija ir Rusijos karinių dalinių vadovybe, o pavojingiausiais momentais perimdami vadovavimą visiems krašto apsaugos sistemos padaliniams jų kontroliuojamose teritorijose, padėjo išlaikyti ir įtvirtinti suverenias teises visoje nepriklausomos Lietuvos teritorijoje, sėkmingai išvesti iš jos Rusijos karinius dalinius. ENAfter the establishment of the Department of National Defence (DND) on 25 April 1990, the department’s employees in Vilnius alone were not enough to carry out the tasks assigned to it, so DND branches were established in county centres, which later became county headquarters. District headquarters were later established as well, and after the Soviet coup attempt in Moscow in August 1991, detachments were also formed in each headquarters to help the headquarters carry out the tasks assigned to them. In this way, a system of military administration was formed that covered the entire territory of the Republic of Lithuania. In the headquarters’ first months of operation, there was an imbalance between the tasks assigned to headquarters and their capabilities, because the headquarters were often created without sufficient funds, staff or even suitable premises, and there were not enough employees. During the two years of their existence, which were particularly difficult for Lithuania and the Lithuanian Armed Forces that was being rebuilt, the headquarters and the commanders in the counties and districts, in performing the functions of military administration, communicating with the civil administration and the command of Russian military units, and, in the most dangerous moments, taking over command of all units of the national defence system in the territories under their control, helped maintain and consolidate the sovereign rights of independent Lithuania throughout the territory of Lithuania. The decision that was taken in February 1993 to liquidate the DND headquarters and transfer their functions to the Voluntary National Defence Service was clearly a mistake, because a high-functioning structure was destroyed, and the Voluntary National Defence Service was given functions that were not characteristic of this service.
