Summary / Abstract:

LTKnygoje ištisai originalo kalba skelbiamas Pranciškaus Ksavero Mykolo Bohušo (Franciszek Ksawery Michał Bohusz, 1746–1820) po 1803 m. vizituotų Vilniaus švietimo apygardos mokyklų parengtas raportas ir jo lietuviškas vertimas. Publikuojamo šaltinio tekstas papildytas dalykiniais ir tekstologiniais komentarais. Įvadiniame straipsnyje pateikta raporto rankraščio analizė, jo saugojimo ir mėginimų jį paskelbti istorija. Prieduose spausdinama 1803 m. mokyklų vizitatorių darbą reglamentuojanti instrukcija ir Bohušo raporte buvusių priedų sąrašas beišių dokumentų lietuviškas vertimas. Publikacija teikia informacijos apie to laikotarpio mokymo programas, mokytojų pasirengimą, naudotus vadovėlius, mokymo ir auklėjimo būdus, materialinę mokinių ir mokytojų padėtį.

ENIn the former lends of the Grand Duchy of Lithuania, visitations or inspections of schools in the early years of the nineteenth century continued the tradition of the educational structures of the Republic of the Two Nations of the second half of the eighteenth century and were the outcome of the reform of the state administrative apparatus of the Russian Empire in the early nineteenth century. To manage various matters in specific areas of the empire, in 1802 the imperial authorities established eight ministries. One of them, the Ministry of Education and the Chief Board for Schools established under it, was charged with public educate The minister of education was delegated the responsibility for the education o the young and dissemination of scientific knowledge across the whole territory of the empire. When early in 1803 the emperor approved the provisional regulations for the reform of the educational system, the territory of the empire was divided into six educational districts: Kharkiv, Dorpat (Tartu), Kazan Moscow Saint Petersburg, and Vilnius. The schools within a district were subordinate to the institution of higher education of that district, and in case there was no such institution it had to be established. Each district was headed by a curator appointed from among the members of the Chief Board for Schools. Vilnius University, which functioned as Vilnius Principal School from 1796 became the centre of the Vilnius educational district. By the emperor’s decree, it was reorganised into Vilnius imperial university in the first days of April 1803 Adam Jerzy Czartoryski (1770-1861), who was the vice-minister of foreign affairs of the Russian Empire at the time and a member of the Chief Board for Schools was appointed the curator of the Vilnius educational district.The educational district that he was put in charge of was unique in its own way made up of the lands of the Republic of the Two Nations occupied by the Russian Empire Territories of all educational districts were subdivided into smaller administrative units based on the administrative division of the empire, i.e, in o governorates, or gubernias. In 1803, the Vilnius educational district consist of schools in eight governorates, Grodno. Kyiv, Minsk, Magileu, Vitebsk and Volhynia. The territory of the district changed over time. When in 1832 Vilnius University was closed by an imperial decree, the schools operating in the territory of the educational district under its authority were incorporated into the Belarusian educational district. After the latter was liquidated in 1850, the Vilnius educational district was re-established with a slightly reduced territory (the schools of Magileu and Vitebsk governorates were incorporated in the St Petersburg educational district) and operated until 1917. In the Russian Empire, which after the occupation of the Republic of the Two Nations at the end of the eighteenth century included most of the territory of the former Grand Duchy of Lithuania, the reform of the education system of the early nineteenth century was based on the successful model of the educational management developed by the Commission of National Education (1773-1794), which had been in place for a couple of decades. General school visitations were one of the elements of this model. In the Russian Empire, this form of school visitations was a new phenomenon. The instruction for school inspectors, referred to as visitors in the source, was prepared at Vilnius University in 1803, drawing on the experience of the Commission of National Education. [...].
