EN[...] Before we can answer those questions and determine the way forward, it is necessary to look back and to investigate what has already been achieved, which way the HE systems in Europe have developed and have been reformed in the last decades. Such an analysis allows us to see to what extent the European Higher Education Area is ready for a new chapter, and what that chapter might entail. At the same time it makes it possible to reframe the initial Bologna goals within the political, economic and social context we currently live in, which is definitely different than the context two decades ago.
