ENIn 1993 and 1994, Soviet/Rissian troops withdrew from the three Baltic States, Estonia, Latvia, and Lithuania, without, however, disappearing from their liver; Russia stayed on in their collective memories, their security preoccupations, and their foreign and national securiry policy considerations. There were still manu issues to resolve and relationships to build, and as it transpired, this was difficult to achieve. The shaky relations that had prevailed over the years between the Baltic States and Russia became colder and more distant as Russia's assertiveness and ambitions intensified both in the region and globally.
