Summary / Abstract:

ENThe Second Vatican Council has issued the guidance to erect the new organizational structures, which can properly serve for an appropriate distribution of presbyters. It could also contribute to carrying out various pastoral works in many different social groups. For this purpose during the preliminary period of the Council there were being planned and made some improvements in the structure of personal jurisdiction - the personal preiature. The Fathers of the Council established that the personal prelatures must be formed from the secular priests who are guided by the prelate - the Ordinary of that preiature. The main duties of the prelate are: to erect national or international seminary, to promote the students to the orders and to incardinate them, to take care of priests subordinated to him and provide them a decent support. The priests, during the pastoral work, are under jurisdiction of the local Ordinary. The Fathers of the Council, according to decree Presbyterorum Ordinis num. 10th, have presented the universal vision of the priesthood mission. They have suggested to reform the norms of the incardination and excardination of clerics that can help in an appropriate distribution of presbyters and to perform particular pastoral works in various social groups. For that purpose it is useful to erect the personal prelatures and institutions of the similar nature. In the Apostolic Letter Eccllesiae suae, Pope Paul VI established innovations that had not been mentioned in the previous periods of the same Council. Lay persons having made an agreements with the prelate, and not becoming real members of the mentioned institution, can dedicate themselves for realization its purposes in that way.The configuration of the personal preiature, submitted in the different stages of the Council’s documents reveals us that this structure isn’t particular Church. There is no principal constituent element of the particular Church - a portion of the people of God, revealing itself in the totality of internal resources. The Second Vatican Council has created the personal preiature as an auxiliary organizational structure. This institution is serving for better distribution of presbyters and helping to fulfill particular pastoral works for prosperity of the particular and universal Church. Keywords: personal preiature, presbyters of the secular clergy, incardination, the distribution of presbyters, particular pastoral works, soucial groups, a partion of the people of God.
