ENThe chapter describes and explains the formulation and implementation of public administration reforms in Lithuania from 2008 to 2020. We focus on a set of 23 key reform initiatives designed and executed by three different Lithuanian governments. Our research finds that political attention to administrative reform is largely adequate in terms of reform coverage and the number of reform initiatives, but actual reform decisions are sometimes not sufficiently ambitious to reach the intended results, and the implementation of these decisions faces serious obstacles in the country. In order to achieve better reform results, Lithuanian authorities should invest more into the quality of reform design and execution by focusing on human resources as a strategic asset in public administration and elaborating more agile reform processes.
