ENThe 1990s saw an avalanche of books and articles on Baltic foreign policies, debating an array of strategies about how fast the Baltic states could achieve membership of the EU and NATO. Once membership of both organizations was attained, a foreign policy discussion ‘vacuum’ emerged. Galbreath, Lasˇas and Lamoreaux’s book is the first comprehensive effort to fill this vacuum by bringing Baltic foreign policies back into the spotlight. The authors not only seek to show the patterns of continuity and change in Baltic foreign policies before and after the start of EU and NATO membership, but also aspire to reveal how institutional memberships influenced Baltic regional cooperation and their intrastate relations.
