Intelektinės transporto sistemos ir jų plėtrą lemiantys veiksniai
LTUžsienio ir Lietuvos mokslininkai įvairiais aspektais tiria ITS taikymo naudą ir plėtros galimybes. Dėl spartaus technologijų vystymosi dauguma autorių pabrėžia naujų ar bent pakartotinių tyrimų, susijusių su intelektinėmis transporto sistemomis, būtinumą. Šio straipsnio tikslas – teoriškai pagrįsti ir empiriškai įvertinti intelektinių transporto sistemų plėtrą lemiančius veiksnius. Tikslas siekiamas atliekant intelektinių transporto sistemų taikymo ir plėtros teorinę analizę, sudarant intelektinių transporto sistemų plėtrą lemiančią sistemą, atliekant intelektinių transporto sistemų plėtros veiksnių daugiakriterį vertinimą, ekspertinę apklausą. Intelektinių transporto sistemų taikymo ir plėtros tyrimai vykdomi siekiant įvertinti intelektinių transporto sistemų veiklos efektyvumą ir naudą, nustatyti efektyviausias intelektines transporto sistemas, išanalizuoti valstybių bendradarbiavimo reikšmę diegiant intelektines transporto sistemas. Šio straipsnio rezultatai nurodo, kokie veiksniai labiausiai lemia intelektinių transporto sistemų plėtrą. Taip pat nustatoma, kuri iš nagrinėjamų valstybių turi didžiausią intelektinių transporto sistemų plėtros potencialą.
ENForeign and Lithuanian researchers study the benefits of intelligent transport systems (ITS) application and development opportunities in various aspects. Due to the rapid development of technology, most authors emphasize the need for new researches on ITS. The aim of this article is to identify the factors determining the development of ITS, based on theoretical and methodological provisions for the development assessment of ITS. The aim is achieved by performing a theoretical analysis of the application and development of ITS, compiling a system of indicators indicating the development of ITS, conducting and expert survey and a multi-criteria evaluation of indicators of development of ITS. Research on the application and development of intelligent transport systems is carried out in order to evaluate the efficiency and benefits of ITS, identify the most efficient ITS, analyze the significance of cooperation between states in the implementation of ITS. The results of this article indicate which factors are most influential in the development of ITS. It also identifies which of the analysed countries has the greatest potential for the development of ITS.
