LTStraipsnyje pateikiama viešųjų pirkimų principų ir tikslų analizė, kuria siekiama atskleisti šių dviejų elementų santykį. Pirmoje straipsnio dalyje analizuojami viešųjų pirkimų principai, antroje – viešųjų pirkimų tikslai. Trečioje straipsnio dalyje aptariamas šių elementų santykis ir sąveika, daugiausia remiantis Lietuvos Aukščiausiojo Teismo praktika. ENPublic procurement principles are fundamental provisions, without their imperative nature objectives of procurement procedure can‘t be achieved. Procurement principles stand out from the general nature of universal principles, because it is an independent law source in public procurement relations, which is applied directly to the entire purchase process, in some cases even beyond. Public procurement law of Lithuania distinguishes two objectives: first, possibility of purchasing authority to draw up such a public contract in which authority could acquie precisely necessary and appropriate object (goods, services or work) and, second, the funds must be used rationally. Analysis of public procurement principles and goals shows what significant relation they have between each other. Supreme Court of Lithuania while interpreting objectives and principles of the regulation distinguishes two steps of purchasing authority for assessing the legality of the situation: a) if public procurement principles and objectives are violated; b) if only public procurement goal is violated. In each public procurement case, it is necessary to evaluate the balance between principles and goals to asure rational use of funds, that competition between suppliers wouldn’t be restricted.
