ENJuozapas Čepėnas' the future priest and doctor of philosophy, was bom in Zarasai county, Antalieptės subdistrict, Velaikiai village on October 30, 1880. He died in Pasvalys in his 96 th year on January 24, 1976 and was buried in the parish cemetary in Daugailiai. On graduating from the Žemaičių Theological seminary, Juozapas Čepėnas was ordained priest on October 23, 1905. In 1920 through 1924 he studied philosophy, theology and nature sciences in Germany. He received a Doctorate in philosophy for his dissertation "A psychological analysis of Fiodor Dostoyevsky's personality and his works". He worked as a vicar in Pušalotas (1905-1908) and Pabiržė (1910-1916) and held the pastor's position in Kamajai (1908-1909), Šaukotas (1916-1917), Skaisgiris (1917-1920), Smėlynė (1925-1926), Antašava (1928-1938), Anykščiai (1938-1945), Kurtuvėnai (1946-1950). He was appointed to Pasvalys as a retired priest (December, 1950 - January, 1951) and from November 8, 1954 until his death on January 25, 1976. He did academic work as a school chaplain in Kėdainiai (1909-1910) and Zarasai (1925-1926), as the headmaster of Zarasai gymnasium and administrator of the school courses (1926-1928). His cultural activities embraced setting up branches of Temperance society, centers of the "Saulė" and St. Casimere's societies. The Rev. Juozapas Čepėnas also contributed to the press: "Lietuvos ūkininkas", "Lietuvos žinios", "Viltis", "Ryto garsas", "Lietuvos aidas", "Vairas", "Tiesos kelias", "Kultūra", ect. He was detained in prison by the Soviet authorities: April 15, 1941 - June 22, 1941 and January 14, 1951-1954.His manuscript legacy is abundant: "Archbishop Mečislovas Reinys" (typescript) (1970); "Reminiscences of Juozelis from Velaikiai" (typescript); "Sermons of 1955, 1956, 1957 and 1958"; "What an intellectual should be like"; "The history of Panevėžys Cathedral"; "Mass psychology and other ideas"; "The causes of the revolution in Russia in 1917"; "A psychological analysis of individuals, society and some nations" (1960).
