Kultūros dienos indėlis į Lietuvos kultūrinį gyvenimą

LTLR Seimas 2006 m. liepos 19 d. įteisino Kultūros dieną, kuri minima balandžio 15 d. Šios dienos ištakos: 1935 m. balandžio 15 d. dieną Vašingtone JAV prezidento F. Ruzvelto kabinete 21 Amerikos žemyno šalis ratifikavo Rericho paktą su Taikos vėliava – sutartį dėl meno, mokslo įstaigų ir istorinių paminklų apsaugos karo ir taikos metu. Tai rado atgarsį daugelyje šalių. Dėl šio Pakto ratifikavimo buvo paskelbti visuomenės memorandumai: 1936 m. – Lietuvos, 1937 m. – Latvijos ir trijų Baltijos šalių. Augant tarptautinei įtampai, Rericho paktas praktiškai nebuvo pritaikytas, bet tapo 1954 m. UNESCO Hagos Konvencijos kultūros vertybių apsaugos ginkluoto konflikto atveju pagrindu. Rericho pakto aktualumas buvo pripažintas šių dienų Lietuvoje. Kiekvienais metais Kultūros dieną Seime vyksta tarptautinės konferencijos, kuriose nagrinėjama ir tvirtinama kultūros prioriteto svarba visose gyvenimo srityse. Primenant aukščiausias žmonijos vertybes vyksta įvairūs renginiai šalyje, keliama Taikos vėliava, ypač iškilmingai Vilniuje, Nepriklausomybės aikštėje. Siekiama, kad Kultūros dienos patirtis įsilietų į kiekvieną dieną ir taptų savastimi.

ENOn the 19th of July 2006 the Parliament of the Republic of Lithuania declared the 15th of April as the Day of Culture. That day was chosen because on the 15th of April in 1935 in Washington in the cabinet of President F. Roosevelt 21 countries of the American continents signed the Treaty on Protection of Artistic and Scientific Institutions and Historic Monuments during peace and war – the Roerich Pact with the Banner of Peace as the symbol of the Pact. Many outstanding people supported the Pact. In 1935–1937 a large public movement developed in Lithuania, Latvia and Estonia. The best cultural workers, public figures and politicians signed public appeals in support of the Pact. But under the pressure of some European countries the Pact was not signed. The Hague Convention of 1954 is directly related to the Roerich Pact. Lithuania is the first country in the world which has validated the Day of Culture on the 15th of April. Lithuania gave the mighty start for the International movement to declare the 15th of April the Universal Day of Culture with the symbol of the Banner of Peace. Signatures are being collected in many countries.What events happened on that Day? The main theme is to declare and show the priority of real cultural values in public life. Each year this question is discussed from different aspects at the International conferences in Vilnius in the Parliament and other cities. On that day there are many cultural events all around Lithuania: concerts, exhibitions, lessons and competitions in schools, round tables, marches and so on. Our goal is peace through culture and a possibility for all people to unite in joy, hope and beauty on this Day. Argentina adopted in 2012 hoisting the Banner of Peace at the International Day of Peace at September 21. We hope that the Day of Culture declared in Lithuania will be declared worldwide. We have a common goal - that is to regain the trust of the people through culture by strengthening the influence of basic values in all the fields of life. The Universal Day of Culture is a concrete measure for the cultural-political community of the world to implement the ideas of culture and peace.
