Summary / Abstract:

LTPačioje Šaltojo karo pradžioje, vos nusileidus geležinei uždangai, turėjusiai izoliuoti į Sovietų Sąjungos gniaužtus patekusias valstybes, pradėtos radijo transliacijos ištisus dešimtmečius pavergtoms šalims buvo vienintelė vilties žinutė. Vilties, kad Jungtinės Amerikos Valstijos žino apie sovietinio režimo vykdomą politiką, kad nepritaria jai. Tiriant JAV radijo transliacijas į Sovietų Lietuvą, atskleidžiama radijo stočių, kaip politinio karo priemonės, svarba Šaltojo karo metais, informacijos kontrolės ypatybės ir tikslai, Laisvosios Europos radijo ir "Amerikos balso" laidos kaip aktyvi Baltijos šalių aneksijos nepripažinimo politika, lietuvių išeivijos vaidmuo steigiant bei rengiant radijo laidas. Kaip buvo rengiamos radijo laidos, kokią informaciją siekė perduoti transliuotojai, kokį pėdsaką nuoseklus ir sistemingas informacijos iš Vakarų perdavimas radijo bangomis paliko Lietuvos visuomenės tautinės savimonės formavimosi ir pasyvaus pasipriešinimo režimui raidoje, kaip į masinį laidų klausymo reiškinį reagavo sovietinė valdžia ir į daugelį kitų klausimų rasite atsakymus šioje knygoje. ENWestern radio broadcasts was an effective measure used by the western powers to implement their policies during the Cold War. It did not take long for the US foreign policy makers to understand that the Cold War would be won or lost on the plane of public opinion rather than on the battlefield. Having realized the threats of Communism in the early days of the Cold War, the US administration supplemented its so-called national security taming strategy with a wide range of special secret operations which were expected to result in the liberation of Easter Europe and overturn of Soviet governments. The mission of radio broadcast operations aimed at reaching the countries of the Soviet bloc through the Iron Curtain was to encourage resistance against the established Communist regime using the power of radio waves. Radio Free Europe and Radio Liberty, which at the beginning of their operation lived through certain dubious historical moments, in the 1970s acquired the status of a means of public diplomacy, as the US government modified the tasks associated with radio broadcasting. The definition of public diplomacy defines the government’s attempts to reach foreign audiences without getting involved with the governments of respective countries. Although while implementing their foreign policies the USA abandoned propaganda as a means of struggle against Communism, attempts to affect the trends of societal development in the Soviet bloc were preserved as an unconventional means in the ideological combat against the Soviet Union. Western radio broadcasts to Soviet Lithuania remained unanalysed in both Western and Lithuanian historiography.The potential research was first of all hindered by the lack of accessible sources, and secondly, in the West the three Baltic States are usually analysed as an inseparable historical entity without specifying the differences in the nature of the broadcasts and their perception by the society of each separate country. The relevance of the study is also highlighted in the context of present-day geopolitical developments as with the regime states gradually implementing Internet censorship policies, radio waves become the most effective means of reaching the audiences isolated from information by their local governments. The analysis of the US radio broadcasts to Soviet Lithuania primarily revealed the policy of the United States of America pursued towards Lithuania during the Cold War by means of public rather than traditional diplomacy. Despite the declared policy of annexation non-recognition, the de facto incorporation of Lithuania’s territory into the Soviet Union limited the possibilities of the US government to carry out any activities with regard to the Baltic States without endangering bilateral relations with the USSR. Whereas employing the means of public diplomacy, i.e. radio broadcasts that allowed to avoid any direct contacts with the Soviet government in this sphere, the US had the possibility to facilitate Lithuania’s gradual liberation from the control of the Soviet regime. Research of western radio broadcasts is important not only when analysing the policy pursued with regard to Lithuania, but also when disclosing the underlying processes of societal development, ideological indoctrination related differences in the Soviet societies and their members’ ever-changing relationship with the Soviet system as well as the attitude of the regime itself towards threats of a different nature.In addition, the research would also facilitate further analysis of the impact western radio broadcasts had on the Soviet Lithuanian society. The analysis of the processes in the Soviet Lithuanian society revealed that western radio broadcasts, developed individually for each country of the Soviet bloc in its native language, encouraged passive resistance among the citizens, sowed distrust in the regime, and led to questioning its achievements and legitimacy. The approach that during the Cold War the US made use of radio stations to induce changes and affect the internal development of the Soviet Lithuanian society offers an opportunity to view the non-recognition of the Baltic States’ annexation policy pursued by the USA from a different angle and take a fresh look at the political and sociocultural processes in the Soviet Lithuanian society. Dissemination of western ideas and values via radio broadcasts was one of the key factors that led to the collapse of the USSR. The Iron Curtain that proved to be an insurmountable obstacle for the dissemination of the western press and cultural exchange free of the security services’ supervision, was pervious to radio waves which already in the early days of the Cold War were utilized to spread information that was ideologically adverse to the USSR. The study views western radio broadcasts and their impact on Soviet Lithuania from the point of view of idea and value dissemination, taking into consideration their perception among local citizens and the ideological response of the Soviet authorities.
