ENSocial innovation is a novel solution to a social problem that is more effective, efficient, sustainable, or just than current solutions. The value created accrues primarily to society rather than to private individuals. Countries around the world while solving social problems and reducing social exclusion are increasingly focusing on the application of social innovations in education, health and environment care, social services, thus rearing social capital, promoting social cohesion and improving the quality of life. Nonprofits, businesses, and governments are producing social innovations as social innovation is the fundamental construct for social change. The Europe Commission’s actions on social innovation stem from the Innovation Union initiative (2010) and of the Social Investment Package (2013). These actions facilitate the inducement, uptake and scaling-up of social innovation solutions. Lithuania does not yet have long-term experience in the application of social innovation, but the process takes place.
