ENFor the effective functioning of national economy of the Republic three essential elements are necessary: 1) a good system of laws and their observing; 2) statistics (information for decisions making), and especially social statistics; 3) civilized system of banks. Only the first two elements are investigated in the article. One of the most perfect instruments for bettering the production, protective, improvement and effective usage of social statistics is political, social and economical democracy. The actuality of social statistics and playbac: social statistics in the system of information of state act the process bettering the democracy is analyzed in the paper. The problem of restructuring the fundamental social knowledge in applied knowledge has remained poorly investigated and the same time extremely important in the practice of choice and implementation of the social strategy in the society up to now. The article contains an analytical survey of foreign sources "Modern weden" and its social technology, stressing the conception of "qualitative growth" and its technological application. The essence of the conception lies in the principle: "The economic growth is not an aim in itself. It is rather the means for creating better living conditions". The work discusses the concerte ways of working out sintetic normative indicators which enable to evaluate the difference between the factual and normative levels of development not only of goods and services in the form of consumer value, but of the level of technological and democratical development which serves as the basis for making optimal strategic decisions as well.
