„Koszyk studenta” na Litwie a szkolnictwo polskojęzyczne w latach 2010–2017

LT2009 m. Lietuvoje, laikantis požiūrio „pinigai seka studentą“, buvo įvestas liberalusis aukštojo mokslo finansavimo modelis, besiremiantis „studento krepšelio“ principu. Pagal šį modelį Lietuvos valstybė suteikdama kandidatui „studento krepšelį“ pagal brandos egzaminų reitingą suteikė galimybes nemokamai studijuoti beveik pusei gimnazijų absolventų. 2010–2017 m. gimnazijas ir vidurines mokyklas su lenkų dėstomąja kalba Lietuvoje baigė 8 378 absolventai, iš jų 2 648 buvo skirtas „studentų krepšelis“. Tai sudarė 31,6% visų gimnazijų su lenkų dėstomąja kalba absolventų, tais pačiais metais šalies vidurkis siekė 47,3%. Skirtumas lygus 15,7 procentinių punktų atitiko 1 315 „studentų krepšelių“ trūkumą. Lenkakalbių absolventų gaunančių „studento krepšelį“ dalis sumažėjo: nuo 35,8% (šalies vidurkis 46,3%) 2010 m. iki 27,6% 2016 m. (šalies vidurkis 50,1%). Ši tendencija neigiamai veikia lenkų švietimo Lietuvoje būklę – pagal „studento krepšelio“ kriterijų skirtumas tarp šalies ir lenkų švietimo vidurkių didėja. Iš 40 išnagrinėtų gimnazijų ir vidurinių mokyklų su lenkų dėstomąja kalba tik vienos – J. I. Kraševskio gimnazijos Vilniuje – vidurkis 2010–2017 m. buvo didesnis (51,3%) už šalies vidurkį tuo pačiu laikotarpiu (47,3%). Dar dviejų gimnazijų – K. Parčevskio gimnazijos Nemenčinėje ir H. Senkevičiaus gimnazijos Lentvaryje – lygis pagal „studento krepšelio“ kriterijų nežymiai skyrėsi nuo šalies vidurkio – 0,4 procentiniais punktais ir 2,1 procentiniais punktais – šis skirtumas yra labai mažas. 2010–2017 m. 14 gimnazijų su lenkų dėstomąja kalba pasiekė šalies vidurkį, tačiau jų vidurkis 2010–2017 m. buvo mažesnis už šalies vidurkį tais pačiais metais. ENIn 2009 in Lithuania a liberal model for financing higher education based on a “studentʼs basket” was introduced, guided by the principle “money follows the student.” According to this model, the Lithuanian state, by granting the “studentʼs basket” to a candidate for studies on the basis of the graduation examsʼ results, provided free studies to nearly half of secondary school graduates. In 2010–2017, 8 378 secondary school graduates finished Polish-language secondary schools in Lithuania. 2 648 of them received “studentʼs basket”, which ensured them free higher education. This number constituted 31.6% of all secondary school graduates, with the national average of 47.3% in the period under consideration. The difference of levels was 15.7 p.p., which resulted in a shortage of 1 315 “studentʼs basket”. The share of secondary school graduates from Polish gymnasiums in Lithuania tends to decrease: from 35.8% (national average 46.3%) in 2010 to 27.6% (national average 50.1%) in 2016. This trend aggravates the state of Polish language education in Lithuania – the difference between the national average and the level of Polish language education, according to the number of “student ʼs basket”, increases. Out of the 40 Polish-language secondary schools and gymnasiums examined, only one, namely J. I. Kraszewski Gymnasium has better result (51.3%) in 2010–2017 than the national average in this period (47.3%). Another two gymnasiums (K. Parczewski Gymnasium in Niemenczyn and H. Sienkiewicz Gymnasium in Landwarów) have lower results than the national average by 0.4 p.p. and 2.1 p.p., which is a slight difference. In the years 2010–2017, 14 gymnasiums attained the level of the national average in separate years, but their average level for the whole analyzed period was lower than the national average for the years 2010–2017.
