Summary / Abstract:

ENAt the beginning of the Soviet - German war there was a rebellion against the Soviets in Lithuania. A provisional Government was formed in Kaunas and local governments that existed before the Soviet occupation were restored. Šiauliai municipality, led by Petras Linkevičius, the last mayor of Šiauliai, also started its work. German civil authority controlled the work of the municipality. The municipality was forced to obey the Nazi policy. Despite this, the head of the Financial Department Jackus Sondeckis and the head of the Health Department Domas Jasaitis secretly helped the Jews, imprisoned in Šiauliai Ghetto. German civil authority abolished the provisional Government of Lithuania but local Lithuanian administration was left to exist. It was useful for them, as Germans didn't have to work themselves, could command Lithuanians and, in case of failure, avoid responsibility. Though officially there was the municipality of Šiauliai but actually it was only part of the occupational regime.
