ENIn the midst of June 1941 the Red Army started the occupation of Lithuania. At the same time, Lithuanian government ordered heads of districts to take measures to avoid possible conflicts between the Red Army soldiers and the local people. The officials of Šiauliai distr ict acted in accordance with the order. The chief of police of Šiauliai district Mr. Danifmas sent telephone messages to the police offices commanding to keep public order everywhere, not to make obstacles in the way of the Soviet Army, and not to allow expressing the discontent of the local people. The commandant of Šiauliai Mr. Vėgėlis defined the recommended behavior of the inhabitants and the order of activity of the public institutions during the period of the distribution of the Soviet troops in the district. Many Soviet officers and soldiers settled in Šiauliai city and Šiauliai district. The occupants carried out the policy of the communist party of the Soviet Union. They ignored the interests of the local people and forced them to work in military institutions.
