Summary / Abstract:

LTLietuvos vyriausybė kreipėsi į Pasaulio banką prašydama pagalbos ruošiant būsto sektoriaus strategiją bei paskolos šios strategijos įgyvendinimui (toliau - “Būsto projektas”). Būsto rinkos funkcionavimas iš esmės priklauso nuo to, ar hipotekiniai kreditoriai turi galimybę susigrąžinti paskolintas lėšas iš atskirų asmenų bei gyvenamųjų namų bendrijų, ar gyvenamųjų namų bendrijos gali iš atskirų asmenų išreikalauti joms priklausančias sumas už pastatų eksploataciją ir priežiūrą. Pasaulio Bankas ir Lietuvos vyriausybė nutarė iš dalies pagal Būsto projektą bendradarbiauti su Šiaurės šalių bei Lietuvos teisės specialistais ir atlikti Lietuvoje galioj ančių su būsto kreditavimu ir gyvenamųjų namų bendrijomis susijusių įstatymų bei jų įgyvendinimo apžvalgą. Galimybė realizuoti šią Būsto projekto dalį atsirado Šiaurės šalių Ministrų Tarybai suteikus negrąžintiną paramą. Projektui lėšų skyrė taip pat ir Pasaulio bankas bei Lietuvos vyriausybė. Šioje ataskaitoje projekto darbo grupė toliau yra vadinama “darbo grupe”.

ENThe Government of Lithuania has requested World Bank assistance in preparing a housing sector strategy and a loan to support the implementation of the strategy (“the Housing Project”). The functioning of the housing market depends fundamentally on the ability of mortgage holders to collect on their claims on individuals and housing associations, and on housing associations to collect on their claims against individuals for maintenance and operation of buildings. The World Bank and the Government of Lithuania decided, as part of the Housing Project, to co-operate with Nordic and Lithuanian legal experts to review legislation and enforcement in Lithuania related to mortgage finance and housing associations. The implementation of this particular part of the Housing Project was made possible by a grant from the Nordic Council of Ministers. The World Bank and the Government of Lithuania are also contributing to the funding of the project. The project team is referred to as “the working group” in the report.
