LTStraipsnyje siekiama atskleisti esmines problemas, susijusias su verslo steigimu elektroniniu būdu. Tyrime analizuojama gyventojų, vykdančių ekonominę veiklą, patirtis steigiant įmonę ar registruojant individualią veiklą elektroniniu būdu. Siekiama išsiaiškinti, ar registravimas elektroniniu būdu yra sudėtinga biurokratinė procedūra, ar gyventojai ja naudojasi, ar apskritai žino apie tokią galimybę. Aiškus teisinis reglamentavimas, paprastesnės verslo steigimo procedūros, galimybė užregistruoti veiklą elektroniniu būdu skatina gyventojus aktyviau naudotis informacinėmis technologijomis steigiant verslą, bei leidžia sutaupyti pinigų bei laiko. Tyrimas atskleidė, kad dauguma gyventojų, steigdami verslą kreipėsi į specialistus; apie penktadalis tiriamųjų apie galimybę registruoti verslą elektroniniu būdu vis dar nežino; tik apie pusė apklaustųjų, įsteigusių juridinį asmenį, atitiko reikalavimus, keliamus verslo steigimui elektroniniu būdu.

ENThe aim of the article is to reveal the main problems related to the establishment business entities electronically. Generally, all business entities fall into two major groups: private business entities and public ones. Establishing a business is a process that requires specific knowledge and time. People who create a business need to know a lot about its subtleties. There are a lot of useful information about the starting business, the choice of the business form, the procedures for the establishment companies, and the procedure for the registration of individual activities. When deciding to start a business and choosing a business form - individual activities or establishing a legal entity - it is also important to know the ways in which the business can be set up. State policy is to promote small and medium-sized businesses, creating favorable conditions for business creation, simplifying procedures for establishment, enabling the registration of activities electronically. Clear legal regulation, simplified procedures for setting up a business, the possibility of registering activities electronically encourages residents to more actively use information technology in establishing a business, and saves money and time. In 2010, the Centre of Registers introduced the electronic service for incorporation and registration of legal entity. The service which requires no paper documents, relies heavily on electronic signature based on Public Key Infrastructure. So far, this electronic service for incorporation and registration of legal entities is available for the citizens of Lithuania, but the Centre of Registers strives hard to implement equal possibilities for foreign investors. By then, the E-Guide for starting business in Lithuania is offered for foreign clients to assist them in incorporating and registering the companies.Research methods: analysis of laws regulating companies, quantitative analysis of survey data, generalization. The survey revealed that: Approved sample establishment documents used 53 percent of the company‘s establishment. Including 47 percent of their company name in the temporary registry respondents; Public Key Infrastructure hhave 47 percent subjects; 40 percent the registered office of the respondent company is registered in their ownership right; 33 percent the owners of the premises used e-signatures, giving consent to habitat rooms, 22 percent - did not use Public Key Infrastructure, the rest - approving the consent at the notary. It can be concluded that only about half of the respondents who have established a legal entity meet the requirements for setting up a business electronically, and thus, they had the opportunity to establish a legal entity. Persons who did not meet the requirements had to apply to a notary public, whose services cost extra and take more time.
