Summary / Abstract:

LTJungtinių Tautų Bendrosios Klimato kaitos konvencijos (JTBKKK) III ir IV Nacionaliniai pranešimai viename dokumente parengti, remiantis UNFCCC/CP/1997/7, Part II reikalavimais ir pristato dabartinę konvencijos įgyvendinimo Lietuvos Respublikoje būklę, sutinkamai su prisiimtais įsipareigojimais JTBKKK bei Kioto protokolo reikalavimams. Klimato apsauga yra tarp aukščiausių Lietuvos aplinkos apsaugos prioritetų. Dokumente išnagrinėtos Lietuvos nacionalinės sąlygos, turinčios didžiausią įtaką klimato kaitai bei šiltnamio efektą sukeliančių dujų apskaita. Apskaitos aprašas parengtas pagal Tarpvyriausybinės klimato kaitos grupės metodologiją, akcentuojami energetikos, žemės ūkio ir atliekų tvarkymo sektoriai. Dokumente aprašoma politika ir priemonės mažinti įtaką klimato kaitai. Vienas iš pagrindinių ūkio plėtros, aplinkos apsaugos bei socialinės politikos darnaus vystymosi nuostatas integruojančių dokumentų yra Nacionalinė darnaus vystymosi strategija, patvirtinta Lietuvos Respublikos Vyriausybės 2003 m. Nacionalinėje energetikos strategijoje numatyti konkretūs sprendimai dėl Ignalinos AE galutinio eksploatavimo nutraukimo sąlygų ir terminų, atsižvelgta į naujus aplinkosaugos reikalavimus. Čia pateikiama prognozės ir bendro politikos bei priemonių poveikio analizė, parengtos remiantis Aplinkos ministerijos parengtomis techninėmis ataskaitomis. Išanalizuotas klimato kaitos poveikis šalies ūkiui ir ekosistemoms, pažeidžiamumo įvertinimas ir prisitaikymo priemonės. ENNational reports III and IV of the United Nations Framework Convention on Climate Change (UNFCCC) were prepared as one document, referring to the requirements, provided in UNFCCC/CP/1997/7, Part II and present the existing situation of implementation of the Convention in the Republic of Lithuania, referring to the obligations, undertaken with regard to the UNFCCC and the Kyoto Protocol. Climate protection is among the top environment protection priorities of Lithuania. The document analyzes the national conditions, having the biggest influence on climate change and calculation of the gas, bringing the greenhouse effect. Description of calculation is prepared according to the methodology of the Intergovernmental Climate Change Group, emphasizing the energy, rural economy and waste treatment sectors. The document describes the policy and tools for reduction of influence on climate change. One of the documents, integrating the provisions of harmonious development of economy, environment protection and social politics is the National Harmonious Development Strategy, approved by the Government of the Republic of Lithuania in 2003. The National Energy Strategy foresees the specific decisions regarding the conditions and time periods for the final termination of operation of Ignalina atomic power-plant, the new environment protection requirements are taken into consideration. The analysis of the forecast and common influence of policies and measures, prepared according to the technical reports, prepared by the Ministry of Environment, is provided. The influence of climate change to the country’s economy and ecosystems, sensitivity and means of adaptation are analyzed. The performed scientific research and systematic monitoring is described, the public awareness increase tools are discussed.
