ENIt is put into scientific circulation a full text of the legal act of Ilia Ivanovich Kharitonovich (Obrynski) designation as Novogorod cornet signed by Stefan Batory on August 15, 1576. The text allows concluding that appoint ment is only approval of Novogorod gentry choice made during kingless period at the small region seym. It is displayed an impact of the precedent of Novogorod cornet direct election to the fact, that the legal norm const raining the Prince right to appoint region cornets with elections was introduced into Project of the 1588 Great Lithuanian Princedom Status.
