Summary / Abstract:

LTStraipsnyje analizuojami viešojo valdymo sampratos pokyčiai, viešojo valdymo pokyčiai Lietuvoje ir jų įtaka vietos savivaldai. Viešojo valdymo sampratos pokyčių analizė atskleidė, kad viešojo valdymo (public governance) sąvoka neturi vieno ir nediskutuojamo apibrėžimo. Nustatyta, kad pastaraisiais metais priimta nemažai svarbių teisės aktų, reglamentuojančių viešojo valdymo tobulinimą Lietuvoje. Straipsnyje atlikta pagrindinių teisės aktų, darančių įtaką viešojo valdymo pokyčiams vietos savivaldoje, analizė ir nustatyta, kad viešojo valdymo pokyčiai, vykstantys pasaulyje, Europoje ir Lietuvoje, tiesiogiai daro įtaką vietos savivaldai. ENThe main aim of the evolution of contemporary country, government and governance is the improvement of public governance. The growing number of economic possibilities in the society, the processes taking place in the relations between public and private sectors, the citizens‘ requirements of better regulation methods in public governance as well as their coordination with the citizens‘ representation and their participation in reaching various decisions determine the changes in public governance in terms of both the whole country and local self-government. This process requires from the theorists and practicians, who deal with governance, a better methodological preparation when conceptualising the models of the reforms of public governance, determining and forecasting the possible trends of the changes and the instruments of the reforms. The conception of public governance in the studies conducted by the European Union is defined as the newest paradigm of the EU researches and the alternative of intergovernance and other similar concepts. The changes of public governance taking place in the world as well as in Europe and Lithuania have a direct impact on local self-government. Municipalities are the public governing institutions that are the closest to the residents, therefore, local self-government provides public governance with the favourable conditions for its development. At the same time there is a noticeable resistance of the municipalities to change the established order, which is commonly based on hierarchy, clear administrative rules, unwillingness to provide the society with consultations, etc. The aim of the article is to analyse the changes of the concept of public governance and their impact on local self-government in Lithuania. The article reveals versatility of the concept of public governance in the context of the changes of public governance.Furhermore, the article deals with the analysed basic legislation documents regulating the improvement of public governance in Lithuania and shows how the changes in public governance affect local self-government.
