LTStraipsnyje aptariamas akademinio personalo kompetentingumas, kaip kertinė, didelę reikšmę aukštojo mokslo studijų kokybei turinti dimensija. Analizuojami personalo kompetentingumą užtikrinantys mechanizmai, išryškinamos nacionalinės politikos kontekste, teisinėje aplinkoje egzistuojančios problemos, sąlygojančios aukštojo mokslo kokybės užtikrinimą, jos sąlygų trūkumų priežastis. Kokybinio tyrimo rezultatai rodo, jog trūkumai esti nacionaliniame personalo kvalifikacijos ir kompetencijų reguliavime, personalo atrankoje ir motyvuojančios sistemos tapti dėstytoju nebuvime. ENThe competence of institutions of higher education (HEI) academic staff is one of the essential conditions to ensure the quality of the studies which are regulated by the Lithuanian and International policy agreements. A research carried out in Lithuania shows that students valuate the teachers and their teaching as average; employers are dissatisfied with the competencies of students and graduates; HEI do not guarantee equal opportunities for the teachers to improve their competences; HEI have the right to organize the selection of the academic staff and because it depends on the potentialities and financial resources of the high school, it creates the conditions for teachers’ incompetence problems to occur. All of these are preconditions for the problematic issue - whether the Lithuanian national policy mechanisms of higher education quality assurance are effective and sufficient enough to ensure the academic staff competence. The object of the investigation is the assurance of Lithuanian HEIs academic staff competence. The aim of the study is to evaluate the adequacy of the competence assurance of the academic staff in the Lithuanian HEI, while in pursue of such quality of studies that would satisfy the stakeholders’ needs and expectations. The empirical results of the research show that the limitations occur in the national regulation of staff qualifications and competence, in the selection of academic staff and in the absence of a motivating system to become a teacher. It is therefore concluded that the existing competence assurance mechanisms are not sufficiently effective. The fact that there are problems and shortcomings in the field of staff competence assurance, poses a risk for higher education quality assurance and improvement. Therefore, the changes in the legal and managerial aspects are required.The Government of the Republic of Lithuania, the Ministry of Education and Science, institutions of public administration (Centre for quality assessment in higher education, Research and higher education monitoring and analysis centre) should initiate the development of the measures of motivation by creating attractive jobs for academic staff to keep them and to attract qualified professionals from other sectors, at the same time seeking the most effective results in their assessment and promotion. It is very important for HEIs to develop cooperation with the social partners in order to recruit the most qualified experts for teaching at HEIs, thereby reducing the gap between HEIs and innovations of professional world. If academic staff competence assurance is recognized as a fundamental aspect of higher education policy and management, a high-risk of poor quality of higher education shall be minimized.
