ENThe level of innovation of the Lithuanian economy is very low, which is especially reflected in the comparative analysis of the basic indicators of economic innovation in Lithuania and the largest economies of the European Union. It reveals insufficient level of investment in research and development, although in the last few years of the examined period an upward trend in the GERD/GDP ratio could be observed. Research and development in Lithuania is funded mainly from budgetary resources, and the spending structure is dominated by basic research expenditures, which does not directly influence the financial results of economic entities. This situation can be partly explained by institutional weakness. The National Innovation System of Lithuania is hardly effective. However, it should be noted that in recent years a number of strategic documents have been published in which the need to raise the awareness of the importance of innovative behaviour of both individuals and the society was emphasised, and which proposed specific forms of support for innovation.
