LTRecenzuojama V. Pettai ir J. Zielonka knyga „The Road to the European Union: Estonia, Latvia and Lithuania". Knyga pradedama Baltijos šalių sprendimu siekti narystės Europos Sąjungoje (ES) ir jų prisijungimo tarptautinio konteksto, kreipiant ypač didelį dėmesį nacionaliniam identitetui ir Rusijos užsienio politikai. Aptariama įstojimo į ES įtaka Baltijos šalių vidaus politinėms institucijoms, tame tarpe pilietybės politikai, konstitucijos peržiūrai ir viešajam administravimui. Antroje knygos dalyje nagrinėjami įstojimo į ES socialiniai ir ekonominiai aspektai, tokie kaip valstybės gerovės vystymasis, regioninis ekonominis bendradarbiavimas tarp Baltijos valstybių ir prekyba su ES. Didžiausiu knygos pasiekimu recenzijos autorius laiko tai, kad ji apjungia ES studijas ir pokomunistines studijas. Didesnėje šios knygos dalyje įrodinėjama, kad politinės ir ekonominės reformos Baltijos šalyse buvo glaudžiai susijusios su integracija į Europą. Kai kurie autoriai taip pat analizuoja galimą plėtros į Rytus įtaką ES ir jos Vakarų Europos šalims narėms. Knygoje pateikiamas ne tik rožinis Baltijos šalių politinio ir ekonominio vystymosi išstojus ir Tarybų Sąjungos vaizdas. Kai kuriose srityse Baltijos šalys yra mažiau europietiškos šiandien, negu kad jos buvo gyvuojant komunistiniam režimui. Viena iš tokių - pilietybės sritis. Pagrindinis knygos trūkumas - joje neaptariama viešoji parama ES. 2003 metų referendume dėl įstojimo į ES, vienas trečdalis latvių ir estų balsavo prieš - daugiau, nei bet kurioje kitoje šalyje kandidatėje. ENThis is the review of the book “The Road to the European Union: Estonia, Latvia and Lithuania” by Vello Pettai and Jan Zielonka. The book starts from the Baltic States’ decision to seek a membership in the European Union (EU) and the international context of their accession by focussing on national identity and Russia’s foreign policy. The impact of accession to the EU on the internal political institutions of the Baltic States, including citizenship policy, as well as on the review of the Constitution and public administration. The second part of the book analyses social and economic aspects of the accession to the EU, such as development of the state’s welfare, regional economic cooperation among the Baltic States and trade with the EU. The review author considers the linkage of the EU studies with the post-communist studies the greatest achievement of the book. The larger part of the book argues that political and economic reforms in the Baltic States were closely related to the integration into the EU. Some authors also analyse the potential impact of the expansion to the East on the EU and its western countries. The book does not paint only a rosy image of the Baltic States’ political and economic development after the Soviet Union’s collapse. The Baltic States are less European today than they were under the communist regime in some areas. One of such areas is citizenship. The main fault of the book is the absence of discussions about public assistance in the EU.During the referendum on the accession to the EU held in 2003, one third of Latvians and Estonians voted against, no other candidate state voted like this. Opposition was the strongest among the poor and Russians, who paradoxically could vote against because of non-European trends in economy and politics.
