Savivaldos ir vietinės caro valdžios konfliktai bei pilietinės visuomenės apraiškos Kauno miesto dūmoje XIX a. pabaigoje - XX a. pradžioje

LTTyrime analizuojami konfliktai tarp Kauno miesto savivaldos ir vietinės caro valdžios: jų pobūdis ir išraiškos formos. Siekiama išsiaiškinti, ar Kauno miesto savivaldybėje buvo pilietinės visuomenės apraiškų. Daroma išvada, kad konfliktai pasireiškė savivaldybės finansinių resursų ir dūmos priimtų nutarimų gynimu, iniciatyvomis dėl atminties vietų įamžinimo, tautinės ir politinės veiklos komponentais. Pilietinės visuomenės apraiškų savivaldybėje identifikuota labai nedaug, negalima teigti, kad jie reiškėsi nuosekliai. Bet savivaldybėje pastebimas lenkų solidarumas ir tautiškumo raiška. Tyrimas rodo, kad imperijos valdantysis režimas ir jo ideologija XX a. pradžioje lokaliame lygmenyje susidurdavo su ribotu vietos bendruomenių siekiu ginti savo autonomiją ir bandymais pasinaudoti savivalda alternatyvių (konkrečiu atveju - tautinių) ideologinių nuostatų sklaidai. Politinės įtampos periodais savivaldybėje reiškėsi opozicinės caro režimui nuotaikos. [Iš leidinio]

ENThe research analyses the conflicts between the self-government of Kaunas city and the local Tsarist government: the nature and forms of expression of these conflicts. The main goal is to find out whether there were signs of a civil society in the self-government of Kaunas city. It is assumed that the conflicts manifested itself in a form of protection of the self-government's financial resources and of the resolutions of duma, the initiatives of preservation of memorial places, by the components of political and national activities. There very little signs of the civil society in the self-government and it cannot be stated that they appeared in consecutive order. However, the Polish solidarity and the expression of nationality is noticed in the self-government. The research reveals that the Empire's Tsarist regime and ideology on a local level in the beginning of the 20th century clashed with a limited goal of the local community to protect their autonomy and with attempts to use the self-government to share the alternative (to be more specific – national) ideological provisions. During the periods of political tension, the oppositional moods towards the Tsarist regime were felt in the self-government.
