JAV užsienio politikos tyrimų ir analizės centrai ir jų požiūris į Baltijos valstybių saugumą

LTDėl naujausių su prezidento rinkimais susijusių įvykių JAV užsienio politikos viršūnėms atsirado neatidėliotinas poreikis atnaujinti strategiją Rusijos atžvilgiu. Baltijos valstybės šiuo požiūriu yra itin jautrios, nes jų besikeičianti saugumo situacija priklauso nuo NATO garantijų, kurios savo ruožtu labai priklauso nuo JAV požiūrio į NATO. Politikos tyrimų institutai, arba politikos tyrimų ir analizės centrai (angl. think tanks), yra svarbi JAV užsienio politikos viršūnių veiklos dalis ir, turint omenyje jų dažnai daromą įtaką JAV užsienio politikai, yra normalu bet kuriam, tyrinėjančiam Baltijos šalių saugumą, įvertinti dabartines tyrimų ir analizės centrų JAV saugumo įsipareigojimų regione įgyvendinamumo ir pageidaujamumo perspektyvas. Dėl minėtos priežasties šis straipsnis įvertina dvylikos garsių JAV užsienio politikos tyrimų ir analizės centrų tyrimų keturiomis temomis rezultatus: pozicija dėl JAV bendrosios strategijos; Maskvos ketinimų ir pajėgumų suvokimas; NATO ir jo vertės JAV saugumui įvertinimas; įsipareigojimų dėl Baltijos valstybių saugumo pažeidžiamumo lygis ir šio pažeidžiamumo vertinimas. Tyrimo duomenys paneigia nusistovėjusią nuomonę, kad JAV užsienio politikos tyrimų ir analizės centrai iš esmės link vertinti Baltijos valstybes iš realizmo pozicijų. Iš tikrųjų jie dažniausiai nepalaiko JAV įtakos mažinimo ir užsidarymo, dauguma mano, kad Rusija turi revanšistinių motyvų ir, iš esmės, remia labiausiai į rytus nutolusio NATO sparno gynybos stiprinimą. Tačiau daryti išvadą, kad visa JAV tyrimų ir analizės centrų bendruomenė yra tvirta Baltijos valstybių rėmėja, taip pat būtų gerokai perdėta, nes dauguma centrų tiesiog skiria per mažai dėmesio Baltijos šalių saugumo klausimams. ENDue to the newest events related to the presidential elections, an immediate demand emerged for the heads of United States foreign policy to update the strategy in respect of Russia. The Baltic countries are very sensitive on this basis because their changing security situation depends on NATO guarantees, which in turn are very dependent from the U.S. view of NATO. Policy Research Institutes or Policy Research and Analysis Centres (think tanks) are an important part of the U.S. foreign policy heads activity and considering their influence on the U.S. foreign policy it is normal for who makes a research on safety of the Baltic States to evaluate the present perspectives of viability and desirability of the Research and Analysis Centres in the U.S. safety commitment region. Due to the mentioned reason, the article evaluates the results of the research on four topics of the twelve famous Research and Analysis Centres of the U. S. foreign policy: the position on the U. S. general strategy; the perception of capabilities and intentions of Moscow; the evaluation of NATO and its value for the U. S safety; the vulnerability level of the commitments on the Baltic States safety and the assessment of this vulnerability. The research data refutes the settled opinion that the Research and Analysis Centres of the U. S. foreign policy tend to evaluate the Baltic countries from the realism's positions. In fact they normally do not support the reduction and closure of the U.S. influence, the majority thinks that Russia has revanchist motives and essentially supports the consolidation of the NATO wing's defence furthest to the East. However, to make a conclusion that the whole community of the U.S. Research and Analysis Centres are strong supporters of the Baltic countries would be noticeably exaggerated because most of the centres pay not enough attention to the security issues of the Baltic States.
