À la Recherche d'une "nouvelle" politique étrangère lituanienne

LTStraipsnyje nagrinėjama Lietuvos saugumo politika ir identitetas Nepriklausomybės laikotarpiu, aptariamos užsienio politikos kryptys ir partnerystė saugumo srityje, svarstomos šalies saugumo perspektyvos. Pirmiausiai analizuojama Lietuvos saugumo dilema, iškilusi vos tik atkūrus Nepriklausomybę, pristatomi intelektualiniai svarstymai apie neutralitetą ir euroatlantinės integracijos naudas bei galimybes Rusijos kaimynystėje. Toliau išdėstyta Rusijos, NATO ir Europos Sąjungos (ES) santykių dinamika, Lietuvos "grįžimo į Europą" politika, aptariamos kompromisinės Vakarų priemonės įtraukti Lietuvą į euroatlantinę erdvę, atskleidžiamas valstybės kelias į NATO. Pabrėžiama, kad į euroatlantines struktūras įsijungusi Lietuva neišsprendė visų santykiuose su Rusija kylančių sunkumų, be to valstybė turi įveikti naujus iššūkius ieškodama trapaus balanso NATO ir ES santykiuose. Narystė NATO yra suvokiama kaip saugumo nuo karinių grėsmių garantas, o narystė ES – kaip ekonominės gerovės erdvė. Tačiau ES stiprinant Europos gynybos sistemą, Lietuvai sudėtinga įgyvendinant įsipareigojimus tarpusavyje ne visuomet sutariantiems partneriams. Paskutinėse straipsnio dalyse aptariamos naujo Lietuvos užsienio politikos identiteto paieškos, badoma atsakyti į klausimą, kokia yra Lietuvos strateginė kultūra.

ENThe article analyzes Lithuania’s security policies and identity during the period of Independence and discusses the directions of foreign policies and partnership in the area of security and the prospects of the country’s security. First and foremost, the dilemma of Lithuania’s security, which emerged right upon the reinstatement of independence is analyzed and the intellectual considerations of the neutrality, benefits of Euro-Atlantic integration and the possibilities of being in Russia’s neighbourship are presented. Further on the article presents the information on the dynamics of the relations between Russia, NATO and the European Union (hereinafter referred to as the EU), the politics of the “return of Lithuania to Europe”, discusses the compromise measures, taken by the West in order to include Lithuania into the Euro-Atlantic space and describes Lithuania’s path towards NATO. It is stressed that Lithuania, upon joining the Euro-Atlantic structures failed to resolve all the difficulties, arising in its relations with Russia, in addition, the state must overcome the new challenges in order to search for the balance in its relations with NATO and the EU. The membership in NATO is comprehended as the security against military threats and the membership in the EU is the environment of economic well-being. However as the EU has been strengthening the European defense system, it has been difficult for Lithuania to implement its obligations to the partners, who are sometimes in conflict with each other. The last sections of the article discuss the searching for the new identity of Lithuania’s foreign policy and attempts are made to answer the question what the strategic culture of Lithuania is.
