ENThe paper analyzes the concept of “Tatar world” at case study of relationship Lipka Tatars and Volga Tatars. Since the time of the Golden Horde Tatars lived in many regions of Russia, in the 19th century were increased the pace of migration and urbanization of the Tatar population in the Russian Empire. But interactions between the different groups of Tatars were fragmentary. At the turn of 19-20 centuries especially important has become issue of modernization of Tatar culture. The main center of this movement was Kazan, in this city were concentrated the important economic and cultural powers of the Tatar nation. The Volga Tatars looked at the experience Eastern and Muslim countries (Ottoman Empire, Japan) like at an examples of cultural modernization. So during this period among the Volga Tatars were a growing interest to the history and culture of Lipka Tatars, there were the first examples of cooperation. In years World War I in Kazan lived Muslims refugees from the western provinces of the Russian Empire. In this difficult situation, Kazan Tatars gave them the special support. Cultural kinship of two Turkic groups helped to overcome the difficulties of life in years the war. This article provides a unique list of Muslim refugees from the western provinces of Russia, that were revealed in the archive Republic of Tatarstan.
