Pedagoginių darbuotojų specialaus ugdymo profesinės kompetencijos įgijimo, palaikymo ir stiprinimo aktualijos

LTStraipsnyje analizuojamos aktualūs specialiųjų pedagogų profesinio atsinaujinimo, kvalifikacijos kėlimo klausimai. Specialiosiose mokyklose pastebimi mokinių kontingento pokyčiai, todėl auga poreikis pedagogų, pasirengusių ugdyti vidutinę ir žymią protinę, fizinę ar kompleksinę negalią turinčius moksleivius. Straipsnyje pateikiamas specialiojo pedagogo pareiginės instrukcijos projektas, siūlomas aptarti pedagoginei bendruomenei. Pareiginių instrukcijų projekte nurodomos bendrosios nuostatos, specialiojo pedagogo teisės ir pareigos, vertybinės nuostatos, veiklos turinys ir formos, darbo organizavimas ir reguliavimas. Išsamiai nagrinėjamos gairės, kuriomis reiktų remtis planuojant bendrojo lavinimo mokyklos mokytojų (išskyrus specialiuosius pedagogus) specialiosios profesinės kompetencijos įgijimo, palaikymo ir stiprinimo strategiją ir taktiką: visų studentų-būsimųjų pedagogų profesinės praktikos atlikimas specialiojoje mokykloje; praktikos vadovų-mentorių rengimas ir apmokėjimas už jų darbą; pedagogo, turinčio specialiųjų ugdymo poreikių tenkinimo koordinatoriaus profesinę kvalifikaciją, įdarbinimas didelėse mokyklose, ugdymo centruose, švietimo skyriuose; inkliuzinio ugdymo idėjų skleidimas siekiant efektyvesnio vaikų, turinčių specialiųjų ugdymo(-si) poreikių, mokymo bendrojo lavinimo mokyklose; pakankamas dėmesys taikomiesiems moksliniams tyrimams. ENThe article analyzes the relevant issues of professional renewal and development of qualification of special pedagogues. Certain changes in the students’ contingent are noticed in special schools, therefore there has been an increase of the need for pedagogues, prepared for education of schoolchildren with medium and significant mental, physical or complex disability. The article presents the draft of the job description of the special pedagogue, proposed to the pedagogical community for discussion. The draft of the job description specifies the general provisions, the rights and responsibilities, values, form and content, organization and regulation of activities of the special pedagogue. The article provides a thorough analysis of the guidelines to be observed when planning the strategy and tactics of acquisition, support and strengthening of the special professional competence of comprehensive school teachers (with the exception of special pedagogues): performance of the professional practice of all the students – future pedagogues at a special school; preparation of practice mentors and their work remuneration; the professional qualification of the coordinator for satisfaction of the pedagogue’s special development needs, employment at large schools, development centers, education divisions; dissemination of the inclusive development ideas for the purpose of more efficient education of children with special development needs at comprehensive schools; sufficient attention to the applied scientific research. The article also provides the description of the “Inclusive Education of Children with Special Needs” module, prepared by the author.
