Evaluation of the Impact of European Integration on Civil Society of The Baltic States

LTStraipsnyje siekiama išanalizuoti Europos integracijos poveikį pilietinių visuomenių raidai Baltijos valstybėse 1988-2004 metais. Baltijos valstybių atveju nustatyti keturi ES integracijos poveikio pilietinės visuomenės formavimuisi mechanizmai: pirma, politinis demokratijos ir įstatymo viršenybės kriterijus, taikomas šalims kandidatėms; antra, ES demokratijos skatinimo ir tiesioginės paramos programos; trečia, reformos bei acquis communautaire įgyvendinimas; ketvirta, transnacionaliniai tinklai ir interesų atstovavimas ES lygmeniu. Integracijos į ES poveikis pilietinių visuomenių formavimuisi Baltijos šalyse yra tiriamas kaip socializacijos ir mokymosi procesas. ES plėtros į Rytus procesuose valstybių kandidačių demokratiškumo kriterijui teko palyginti nereikšmingas vaidmuo. Tiesioginė finansinė ES parama Baltijos valstybių pilietinėms visuomenėms taip pat buvo palyginti nedidelė. Kita vertus, demonstravimo veiksnys, socialinis mokymasis bei idėjų ir patirties mainai turėjo reikšmingos įtakos demokratijos konsolidacijai. ENThe paper aims at analyzing the impact of European integration on civil socie-ties of the Baltic states in 1988-2004. Identified are 4 mechanisms of the impact of the integration into the EU on the development of civil society of the Baltic states: the Political Accession Criterion of Democracy and the Rule of Law; the EU programmes for democracy promotion and the direct aid; reforms and adap-tation of acquis communautaire; transnational networks and interest representa-tion at the EU level. Along with these mechanisms, the impact of the integration into the EU on civil societies of the Baltic states is analyzed as the process of socialization and learning. The criterion of democracy has played a modest role in the Eastern enlargement process. Direct financial aid of the EU to civil society in the Baltic countries has been relatively small-scale. On the other hand, the de-monstration effect, social learning and the exchange of ideas and experiences have played an important role in the democratic consolidation. [From the publication]
