Lithuania : youth employment centres in Lithuania

LTPirmasis Lietuvos Jaunimo įdarbinimo centras (JĮC), skirtas integruoti jauniems žmonėms į darbo rinką, buvo įkurtas Vilniuje 1999 m., kaip struktūrinis Vilniaus darbo biržos padalinys. JĮC steigimu buvo siekiama kelių tikslų, iš kurių pagrindinis buvo padidinti dirbančio jaunimo skaičių. Taip pat buvo norima geriau informuoti kitas populiacijos grupes apie įdarbinimo galimybes, Lietuvos darbo biržos teikiamas paslaugas ir situaciją darbo rinkoje. Deja, šie centrai nebuvo palaikomi politiniame lygyje. 2006 m. Lietuvoje veikė šeši JĮC. Jų veikla yra koordinuojama nacionaliniu lygiu, tačiau apsiriboja vadyba ir administravimu. Bendradarbiavimas su mokyklomis, savivaldybėmis, darbdaviais ir dirbančiųjų organizacijomis nėra centralizuotai reguliuojamas. JĮC ir kitos Lietuvos darbo biržos agentūros yra finansuojamos iš Įdarbinimo fondo, kurį sudaro nacionaliniai socialinio draudimo fondai. Norint užtikrinti efektyvią veiklą, yra renkama informacija apie apsilankymų skaičių ir suteiktas konsultacijas. Autorių nuomone galima teigti, kad JĮC Lietuvoje yra institucijos, teikiančios profesinio informavimo paslaugas, kuriančios sąlygas jauniems žmonėms anksčiau integruotis į darbo rinką ir padedančios jiems tvarkytis su darbo problemomis. JĮC glaudžiai bendradarbiauja su jaunimo vyriausybinėmis ir nevyriausybinėmis organizacijomis, mokymo ir švietimo institucijomis, darbdaviais, verslo organizacijomis, vietinės valdžios ir kitomis institucijomis. JĮC nėra privalomos lankytojų registracijos, todėl jų paslaugos yra prieinamos ne tik jauniems žmonėms, užsiregistravusiems darbo biržoje, bet ir kitoms grupėms, ypač mokiniams ir studentams. Visos JĮC paslaugos yra nemokamos.

ENThe first Youth Employment Centre in Lithuania, intended for integration of young people into the labour market was opened in Vilnius in 1999 as a structural division of Vilnius Labour Exchange. The centre was launched in order to reach several goals, the main being the increase of the number of employed young persons. In addition it was striven to provide information on employment possibilities, the services, provided by Lithuanian Labour Exchange and the situation on the labour market to other population groups more efficiently. Unfortunately the centers were not supported on the political level. Six centers were active in Lithuania 2006. Their activities are coordinated on the national level, however, they are limited to management and administration. Cooperation with schools, municipalities, employers and organizations is not regulated centrally. The centers and other agencies of Lithuanian Labour Exchange are funded from the Employment Fund, consisting of national social security funds. For the purpose of ensuring efficient activities, information on the number of visits and provided consultations is collected. In the authors’ opinion, Lithuanian youth employment centers are the institutions, providing professional information services, developing the conditions for young people to integrate into the labour market and helping them to manage their employment related problems. The centers closely cooperate with governmental and nongovernmental youth organizations, educational institutions, employers, business organizations, local governments and other institutions, they are not obliged to register their visitors, therefore their services are available both to young people, who have registered on the Labour Exchange and other groups, including students. All the services at youth employment centers are provided free of charge.
