Summary / Abstract:

LTStraipsnio tikslas - apžvelgti Lietuvos padėtį ir išreikšti susirūpinimą dėl ES integracijos kontekstuose kylančių žmogiškųjų išteklių vadybos, ES standartų diegimo problemų, kurios Lietuvoje nėra pakankamai giliai bei metodologiškai pagrįstai analizuojamos, kartu - negali būti sparčios šių žinių sklaidos, o todėl - ir efektyvaus problemų sprendimo. ES ekonominio, politinio, socialinio gyvenimo humanizavimo procesai šiuolaikinėje epochoje yra įmanomi spartinti, tikslingai ir moksliškai pagrįstai institucionalizuojant dalykinę etiką, kuri padeda didinti žmogiškąjį potencialą, gerinti socialinio kapitalo kokybę, konstruoti saugesnį, palankesnį žmogui būvį tiek darbo vietose, tiek socialiniame gyvenime. Naujų elgesio modelių, žmonių ir institucijų santykių bei inovatyvių vadybos technologijų įdiegimu, šiuolaikinėje epochoje įtvirtinama žmogui palanki socialinė tvarku . Taip išvengiama įvairiopų socialinių kataklizmų pavojų ir įvaldoma socialinė rizika, o visuomenė pajėgia tolygiai tobulėti, įgali pasiekti socialinės gerovės būklę. Straipsnyje įrodinėjama, jog ES vienareikšmiškai įsitvirtino ekonomikos bei vadybos humanizavimo tendencijos, žiniomis grįsta žmogiškųjų išteklių vadyba. Tokios - apimančios savyje etines dimensijas - strategijos, ES išplito išsėmus daugeiį ekonominių veiklos optimizavimo būdų, kai buvo atkreiptas dėmesys į socialinius humanistinius (etinius) aspektus, kurie formuoja ne tik žmogaus socialinės būties humaniškumą, bet ir skatina efektyvumą bei konkurencingumą.Straipsnio tikslas - plačiau artikuliuoti tai, j og Lietuvoje dar ne tik neišnagrinėtos su visuomenės humanizavimo užduotimis iškylančios problemos, bet net neatkreiptas deramas dėmesys į šias ES orientacijas ir į naujas žinias apie moksliškai pagrįstas visuomenės tvarkos (re)konsiravimo galimybes, Tai ypač svarbu Lietuvos rinkos segmentams siekiant išlikti ir įsitvirtinti ES rinkoje. Jau ir Lietuvoje kuo sparčiau reikia moksliškai pagrįstos verslo etikos infrastruktūros formavimu įmonėse bei organizacijose didinti žmogiškąjį potencialą, kuris Lietuvą įgalintų sėkmingiau integruotis į ES.

ENThe paper touches upon the emerging problems of economics Immunisation and new ways of their resolution in the context of EU integration. In respect of Lithuania this problem especially arises in the realm of human resource management (HRM). Problems of HRM can be successfully solved mainly through implementation of ethics standards and the development of ethics infrastructure in organizations as well as the promotion of corporate social responsibility. In spite of the fact, that some concepts of economics humanisation reached Lithuania, they are still regarded as just beautiful theories or blank rhetoric, but not as really needed for practice models of social relations, that can and should be constructed. Namely in field of HRM there is a lack of innovative knowledge and abilities to implement it in definite conditions of Lithuania practice. HRM is comprehended only quantitatively, mechanistically but not qualitatively, as a system human relations and solidary network. Today, when Lithuania is politically joined EU, however many dimensions of integration process are remaining inadequately realised and it is not articulated both in public and scientific discourse as well. Nowadays knowledge-based business ethics contributes to the construction of the humanized system that constitutes implementation of the new behaviour models, new personal and institutional interrelations and innovative management technologies. The processes of humanisation of EU countries economic, politic and social life take place in all spheres of practical activity. Acquisition and mastering of adequate knowledge about human resources enable by business ethics tools that implement value management, to promote the improvement of social capital quality and human resource augmentation.In addition to the increase of economic effectiveness enables the construction of safe and human friendly environment both for a workplace and for the whole social life. In this way the community avoids the danger of social cataclysms and gets control over the social risks as well as came into the sustainable development and enable to reach the state of social welfare. It is asserted in the article that economic and management humanisation trends unambiguously established in the EU. These trends make the appropriate impact on the whole social life and determine socially oriented market system. Such strategies that incorporate ethical dimensions are widespread today in EU since the most ways of economics optimisation run short. At the same time the standards of social responsibility that not only form humanized social environment, but also promote efficient and competitive economy, were put on the agenda. The problems related to the humanisation of economics and HRM have not been adequately studied in Lithuania yet. Besides there is a lack of due attention in the country to this EU orientations and new knowledge about scientifically based possibilities of society reconstruction, which is partly carried out through the definite instruments of business ethics implemented in all spheres of practical activity. It is very urgent for the segments of Lithuanian market to survive and consolidate in the EU market. Lithuania already need prompt development of ethics infrastructure in companies and organisations in order to increase their human capital that would enable Lithuania successful integration into the EU. It is a challenge to which Lithuania has to answer adequately; otherwise its integration into ES cannot be fast and successful.Along with the theoretical and world outlook problems, that people in Lithuania face on their way to developing humanistic constants of social activity, there arise some practical obstacles that impede the whole progress. First of all the normative regulation system is damaged that is resulted not only sceptic and even cynical attitude to ethics (morality), but also in some social pathologies: low level of work force discipline, lack of integrity, widespread asocial attitudes, organisational dysfunctions, lack of self-regulation and virtue of compliance, abuse of power, nepotism and corruption. These shortcomings determine economic losses. The problems of human research management and EU standards introduction that are not being analysed thoroughly enough with due methodological substantiation. That is why any prompt dissemination of this knowledge and appropriate effective solution of problems is not possible. Simultaneously the paper provides a framework for the prospects for successful solution of the problems in hand. It must be stressed that acquisition of the adequate knowledge about human resource improvement by the tools of business ethics will help to overcome all the difficulties of integration into EU processes.
