ENIn the period between the two world wars, special military services played the leading role in developing the information policies of a state. The above was due to a global conflict, i.e. World War I, as well as autocratic rule which was exercised in most European countries in the 1930s. The Second Republic of Poland was no exception. As a state which was forced to rely on military force to build its contemporary identity and set its territorial boundaries, a state torn by internal unrest and conflict, Poland was heavily reliant on its army and the military services in the first years of independence. The decision to make the military intelligence responsible for acquiring and processing information on the state's international standing monopolised the relevant operations in the hands of a single organisation, while ensuring that only the most skilled and talented individuals were recruited for service in its units. Stefan Antoni Mayer, born in Rawa Ruska in 1895, was no ordinary man. A legion soldier, he travelled across Russia, from Ukraine to Arkhangelsk where he joined the Murmansk Troops. In 1919, Mayer arrived in Poland, and in 1920, he was recruited by the intelligence service, his life-long employer. Mayer scored extraordinary results which helped him quickly climb the ladder in military intelligence. In the course of ten years, he was promoted from the post of manager of the front command intelligence unit to head of the army's command intelligence unit, head of a field unit of the 2nd Division of the General Headquarters of the Polish Army, and, ultimately, top-notch managerial positions in the army's Warsaw-based headquarters.
