Šešėlinės cigarečių rinkos analizė Marijampolės regione

LTStraipsnyje analizuojama Lietuvos geografų dar netyrinėta tema. Siekiama įvertinti šešėlinę cigarečių rinką Marijampolės regione. Tikslui įgyvendinti šiame regione buvo atlikti šešėlinės cigarečių rinkos tyrimai; nustatyta šešėlinės cigarečių rinkos teritorinė raiška; įvertintos pagrindinės priežastys, lemiančios šešėlinės cigarečių rinkos susiformavimą tiriamojoje teritorijoje. Straipsnyje pateikiamos pagrindinės cigarečių kontrabandos kryptys Lietuvos–Rusijos–Lenkijos pasienio ruože. Pasirinktas „tuščių cigarečių pakelių“ metodas leido įvertinti Marijampolės regione surūkomų cigarečių rūšinę sudėtį pagal jų kilmės vietą ir nustatyti pagrindines kontrabandinių cigarečių rūšis. Tyrimo rezultatai atskleidė teritorinį šešėlinės cigarečių rinkos netolygumą tarp regiono periferijos ir centro. Periferijoje esančių vietovių gyventojai dėl pragyvenimo lygio, gyventojų užimtumo, ekonominės galios netolygumų, socialinės atskirties turi atrasti alternatyvių būdų savo gyvenimo kokybei gerinti, nors pasirinktos priemonės ir yra nepateisinamos. Tai patvirtina prielaidą, jog pagrindiniai veiksniai, lemiantys šešėlinės cigarečių rinkos formavimąsi Marijampolės regione, yra ekonominiai motyvai. Išanalizuotos pagrindinės priežastys, lėmusios šešėlinės cigarečių rinkos teritorinius skirtumus Marijampolės regione.

ENThe aim of this article was to evaluate the shadow market of cigarettes in the Marijampolė Region – a border region of the Republic of Lithuania. This is a new and unstudied topic for Lithuanian economy geographers. The cigarettes shadow market characterizes social and economic disparities, inequality in development of the research area and illustrates the problem of informal economy in country’s border regions. To reach the goal of this research, 1) the research of the cigarette shadow market in the Marijampolė Region was performed; 2) spatial distribution patterns of the cigarettes shadow market were determined; 3) the main reasons, which lead to the formation of cigarettes shadow in the research area, were evaluated. The main directions of cigarettes contraband in the stretch of the Lithuania–Russia–Poland border are presented in the article. The "emty cigarette packet" method used in this research allowed us to set the main sorts of contraband cigarettes, which are most commonly smoked in the Marijampolė Region, also the place of origin of these contraband sorts. With this research a center–periphery model was once again approved. The residents of periphereal areas because of social separation, a low level of employment, unevenness in the regional economic power and a low level of subsistence have to find alternative ways to improve their quality of life, though these ways in most cases are not justifiable. Also a detailed territorial analysis and factors, which cause the territorial differences in cigarettes shadow market, are presented in this article.
