Kapitał ludzki - czynnikiem czy barierą rozwoju terytoriów problemowych Litwy?: (na przykładzie rej. Solecznickiego)

ENThe purpose of this article is to investigate quality of human capital in the problem territories. 14 Lithuania problem areas were selected as research subjects with an emphasis on Šalčininkai region local government unit. The following research methods were applied: analysis of the most important acts of the problem studied, statistical data analysis using tabular techniques, construction of maps and figures, construction quality index of human capital and the analysis of its results. Research methods made it possible to draw the following key conclusions: 57.1% of all the problem areas of the country were qualified for the group with low human capital, 35.7% - to the group of middle-level and 7.1% - to the group of high quality human capital.
